Can EU citizens travel to Ukraine and how many foreigners came in 2023?

Ukrainian cities continue to be in demand among foreign tourists, despite all the difficulties associated with the war. Find out which European countries' citizens visited Ukraine most often in 2023

Despite the ongoing war on the territory of Ukraine, foreign citizens still come to this country for various purposes. Here's how many foreigners visited Ukraine in 2023.


At the request of Visit Ukraine, the State Border Guard Service of Ukraine told us how many foreigners visited Ukraine last year. According to the border guards, almost 2.5 million foreign citizens or stateless persons visited Ukraine in 2023.


What countries did they most often come from?


The figures provided by the SBGS show the expected picture of where foreigners most often come to Ukraine.


Thus, over the past year, citizens of the following countries most often crossed the Ukrainian border to enter:


1. Moldova - 1,070,580 people;

2. Romania - 409,186;

3. Poland - 231,858;

4. Hungary - 129,811;

5. Slovakia - 61,317.


The reasons for such a large influx of foreigners from these countries are understandable, as these countries are neighbours of Ukraine and a large number of foreigners come to Ukraine to buy both food and other goods.


For example, if we look at Moldova, we said earlier that every second tourist comes to Ukraine for one day and does not stay overnight. And the main purpose of such foreigners' entry was, and probably still is, to buy goods in the border town of Mohyliv-Podilskyi.


From which non-neighbouring countries did tourists visit Ukraine most often?


According to the State Border Guard Service, the number of people coming from more distant countries is not as high anymore. However, given the wartime situation, there are still enough foreigners visiting Ukraine.


In 2023, excluding neighbouring countries, the most frequent visitors to Ukraine were from the following countries:


- Germany - 47,520 people;

- United Kingdom - 29,349; 

- Italy - 23,263;

- Czech Republic - 22,472;

- Lithuania - 14,513.


Citizens of other EU countries also travelled to Ukraine, but their number in 2023 mostly did not exceed 10,000.

Can EU citizens visit Ukraine?


As you know, despite the fact that Ukraine has been at war for almost two years, the country is open to tourists and foreign visitors. Air travel to Ukraine is not yet available, but anyone can enter by land. 


To enter Ukraine, foreigners must have a number of documents:


- A foreign passport. The document must be valid for the entire period of stay in Ukraine. Citizens of Turkey and Georgia can enter Ukraine with only an ID card.

- Visa. This document is required only if otherwise provided by law or if the country does not have a visa-free regime.

- Confirmation of the purpose of the trip (a document confirming family ties, an invitation from a citizen of Ukraine, an invitation to participate in conferences or other events, a booked tour, hotel reservation, etc.)

- Proof of sufficient funds for the entire period of stay in Ukraine and for returning to the country of origin;

- An insurance policy issued by an insurance company registered in Ukraine or a foreign insurance company that has a representative office in Ukraine or a contractual relationship (assistance).
