In 2026, entry into Ukraine by cars with foreign registration is allowed, but the legislation clearly regulates the conditions and terms of stay of such cars in the country. Violation of the rules may result in fines or forced return of the car abroad.

Rules for entry by car with foreign license plates into Ukraine


Entry into Ukraine by car is possible for both citizens of Ukraine and foreigners, but the entry conditions differ:


- For foreigners


1. You can import a car with foreign registration for personal use.

2. Without paying customs duties.

3. The maximum period of stay is 1 year. After the one-year period, a car with foreign license plates must leave the territory of Ukraine.


Importantly! If the car is in Ukraine for more than 2 months, temporary registration at the Ministry of Internal Affairs service center is required.


Also, for a safe trip to Ukraine in your own car, you should take care of car insurance in advance, which will additionally protect your vehicle from the risks of war.



- For citizens of Ukraine


1. Entry is possible after a written declaration and payment of customs duties. The same rules apply to foreign citizens who have a residence permit in Ukraine.


2. If a Ukrainian is on permanent consular registration abroad, a car with foreign license plates can be imported without paying customs duties, but not longer than 60 days within one calendar year (continuously or with breaks).


Important! In all of the above cases, if the car is in Ukraine for more than 30 days, temporary registration with the Ministry of Internal Affairs is mandatory. At the same time, Ukrainians who are on permanent consular registration abroad must provide documents confirming the citizen's ownership of the car and registration documents in the territory of the relevant country.

Temporary import of cars into Ukraine


Citizens of Ukraine who are residents have the right to temporarily import vehicles for personal use into the territory of Ukraine.


Temporary import of a car into Ukraine is a customs regime that allows individuals or legal entities to import a vehicle into the territory of Ukraine without final customs clearance, for a limited period of time and for a clearly defined purpose (for example, for personal use, transit, performance of official duties, etc.), but this regime has a number of important restrictions:


- Personal car of a citizen of Ukraine


1. Temporary import period up to 1 year - under a written obligation to re-export the car.

2. Mandatory payment of customs duties stipulated by law for import.


Important! That is, even with temporary import, a resident is obliged to pay import duties, excise duty and VAT - this does not exempt from taxation.


- Temporary import of a car belonging to a non-resident company


In the event that a resident citizen performs official duties and crosses the border in a car belonging to a non-resident company: the car can be imported for a period of up to 10 days.

Under documented circumstances, customs may extend the period - but not more than up to 60 days.


Is it possible to enter Ukraine in a car on a proxy?


Entering Ukraine by car on behalf of a person is possible, but there are important requirements that must be taken into account:


1. Customs rules and terms of stay


A car imported on behalf of a person is subject to the same rules as a car imported by the owner personally:

- Transit - up to 10 days

- Temporary import for a non-resident - up to 1 year


2. Required documents


To enter a car on behalf of a person, you must have:

- A notarized general power of attorney that allows you to import and export a car abroad

- Original technical passport (registration document)

- Green Card policy.

- Other documents confirming the right to use the car.


3. Additional requirements abroad


In some countries, a separate permit from the owner may be required before the vehicle leaves their territory. It is recommended to check the local regulations of the country where the car is registered in advance.


What documents are required to enter Ukraine with a car with foreign license plates?


To enter Ukraine with a car with foreign license plates, you must have the following documents:


1. International passport - for foreigners;

2. Passport of a citizen of Ukraine or ID card - for citizens of Ukraine;

3. Driver's license - national or international.

4. Vehicle registration certificate - technical passport;

5. International car insurance card "Green Card" - mandatory for foreign cars;

6. Power of attorney - if you are not the owner of the car, you must have a notarized general power of attorney for the right to import and export the vehicle.


These documents are mandatory for legal border crossing and stay in Ukraine in a car with foreign registration.

Liability for violation of the rules for importing cars with foreign registration


According to the Customs Code of Ukraine, violation of the rules for the temporary import of vehicles for personal use is punishable by fines:


- Transferring a car to another person who did not directly import the vehicle is punishable by a fine of 2,000 non-taxable minimum incomes of citizens, which for 2026 is 42,000 UAH.


- Exceeding the transit transportation deadline:

1. If the deadline is exceeded by up to 1 day - a warning or a fine of 10 non-taxable minimum incomes (210 UAH) is imposed;

2. If the deadline is exceeded by more than 10 days - a fine of 500 non-taxable minimum incomes (10,500 UAH).


Customs clearance and clearance of cars in Ukraine


When importing a vehicle into the customs territory of Ukraine (items 8701–8707, 8711, 8716 according to the UKT FEA), the following are mandatory:


1. Written declaration of the car


The car must be included in the customs declaration. Registration is carried out at the customs post at the point of entry or at the place of registration (if the car is not being imported for the first time).


2. Payment of customs duties


During customs clearance of the car, the following mandatory payments must be paid:


- Import duty - 10% of the customs value of the vehicle, not paid for electric cars.


- Excise tax - calculated according to the formula that takes into account: engine type (gasoline/diesel/electric), engine capacity in liters, age of the car (number of full years). For electric cars = 0 UAH.


- VAT (value added tax) – 20% of the total amount: customs value + duty + excise. Mandatory for all cars, including electric cars


- Pension fee (when registering at the SC of the Ministry of Internal Affairs) – this is not a customs payment, but it will also have to be paid when registering a car in Ukraine:

3% – if the cost of the car ≤ 374,580 UAH

4% – from 374,580 to 658,300 UAH

5% – over 658,300 UAH


3. Fulfillment of additional conditions


All documents for the car must be translated into Ukrainian (if necessary).

If the car is older than 5 years – there may be additional requirements for compliance with environmental standards


What age of car can be imported into Ukraine in 2026?


From January 1, 2025, only cars of the Euro-6 standard (manufactured after 2015) are allowed. The new rules apply to the following types of vehicles:

- Semi-trailer tractors.

- Buses.

- Trucks.

- Special equipment (cranes, tow trucks, etc.).

- New passenger cars undergoing their first registration.


Used passenger cars that have already been operated and registered are not subject to the new rules.

In addition, the changes do not apply to electric cars, since they do not have an internal combustion engine. The ban does not apply to cars imported as humanitarian aid or for the needs of the Armed Forces of Ukraine.


Car insurance rules in Ukraine in 2026


Staying in Ukraine by car - both national and foreign origin - is impossible without a valid insurance policy. This is not only a requirement of the law, but also your financial security in case of unforeseen situations on the road.


- For cars with Ukrainian registration


Every driver who drives a car with Ukrainian license plates is required to have a valid compulsory third party liability insurance policy (MCLI), which guarantees compensation for damages to other participants in an accident.

- For cars with foreign registration


Drivers entering Ukraine in cars with foreign license plates must have international insurance “Green Card”.

Important! Without a “Green Card”, entry into the territory of Ukraine by a car with foreign license plates is prohibited.
