Wage increases, demobilization and taxes: what changes await Ukrainians from April 1

From the first days of April, Ukrainian citizens expect significant changes that will affect many aspects of their lives. Among the innovations are increases in the minimum wage, pensions, and taxes. Find out more about what other changes will take place

Starting from April 1, 2024, Ukrainians will face a number of important changes in the country's economic sphere. One of the key innovations is an increase in the minimum wage. 


We will tell you what will change in Ukraine for its citizens starting from April 1. 


Minimum wage increase


Starting from the beginning of April 2024, the minimum wage in Ukraine will be increased by UAH 900, rising from UAH 7100 to UAH 8000 per month. 


The law also provides for an increase in fines for employers who violate labor laws. In particular, a fine of UAH 16,000 to 128,000 will be imposed for the absence of a formal employment contract, delayed or incomplete payment of wages.


Increase in taxes


As the minimum wage increases, taxes will also increase:


• Personal income tax (PIT) will be 18% of the minimum wage, or UAH 1,440;

• The military fee will be 1.5% of the minimum wage, which is equal to UAH 120;

• The unified social contribution (USC) will be 22%, which will amount to UAH 1,760 starting in April.


Pension increases


The minimum pension, which is correlated to the minimum wage, will be increased for certain categories of pensioners.


Starting in April, Ukraine will increase the minimum pension for non-working pensioners aged 65 with the required insurance period of 30 years for women and 35 years for men. The minimum pension payment will now reach UAH 3,200, which is equivalent to 40% of the minimum wage.


Those pensioners who continue to work will have their pension payments automatically recalculated starting from April 1. This process will include updating the pensionable service record, which will result in an individual increase in pension payments for each working pensioner.

Demobilization of conscripts


In April, the process of demobilization of servicemen who served in the Armed Forces of Ukraine and were drafted into the army before the outbreak of full-scale war begins. The process is carried out in accordance with Decree No. 149/2024 issued by the President of Ukraine, which regulates the demobilization procedure.


Payments to IDPs


With regard to payments to IDPs, the changes that came into force on March 1, 2024, led to a decrease in the number of recipients of assistance. However, in March of this year, the Cabinet of Ministers revised the conditions for providing assistance to IDPs, making adjustments to the payment procedure. In particular, the deadline for submitting applications for assistance was extended to April 30, 2024, and the list of potential recipients was expanded.


In addition to the already defined categories, the following citizens will be able to receive assistance:


• children placed in foster care; foster caregivers;

• children who are temporarily placed in a family of relatives, friends, foster family, family-type children's home (if the average monthly total income per recipient in such a family does not exceed UAH 9444)

• persons over the age of 55;

• persons with disabilities of group III, if the average monthly total income per recipient in such a family does not exceed UAH 9444;

• persons caring for a child under the age of 3 or a child in need of care under the age of 6;

• persons with severe illnesses who have not been diagnosed with a disability;

• persons whose family includes children under the age of 18 and/or under the age of 23 who are enrolled in full-time or dual form of education in vocational (vocational-technical), professional higher education and higher education institutions.


The price for issuing a passport will increase


Starting from April this year, the cost of issuing a foreign passport will increase. The State Migration Service of Ukraine attributes this to an increase in the cost of forms produced by the State Enterprise Polygraph Plant Ukraine.


Thus, the cost of issuing a passport for traveling abroad will now be UAH 1,598 if it is issued within 7 or 3 business days (depending on the grounds), and UAH 958 if it is issued within 20 business days. This increase is due to the increase in the cost of the form from UAH 504 to UAH 606, while the cost of administrative services remains unchanged.


The State Migration Service also notes that citizens who have already paid for administrative services and submitted applications for documents by the end of March 2024 will be able to use the services at the old rates. If the payment was made before the specified date, but the application for paperwork has not yet been submitted, applicants will have the opportunity to pay an additional fee in accordance with the new tariffs at the time of submission of documents.


Import of humanitarian aid to Ukraine


At the same time, starting from the first day of April, a new procedure will be introduced for organizations and individuals wishing to import humanitarian aid into Ukraine. To do so, they will need to register in a special online system created to keep track of humanitarian cargo. This automated registration system will ensure transparency in the import and distribution of humanitarian aid, as well as help to avoid repeated receipt of the same aid.

The registration process for the National Multi-Subject Test (NMT), which will end on April 11, 2024, is currently underway. Now you can register for testing through the Diia mobile application, which greatly simplifies this procedure.
