The Shlyah system is not rolling: why can truck drivers be mobilized at the border?
Truck drivers with Ukrainian citizenship began to be taken to the military commissariat right at the border. Carriers complain that the vehicles driven by drivers are left unattended on the road in such situations. Ukrainian truck drivers returning from abroad can also be taken to a territorial recruitment center (TCC) or mobilized into the army. We will explain how this is explained in the military enlistment office below.
How did it all start?
Recently, the Association of International Road Carriers reported that they have received complaints from Ukrainian international carriers that when they return to Ukraine from abroad, employees of military commissariats (TCCs) take drivers off their flights and forcibly take them to recruitment centers.
For example, several drivers were taken away in the Zakarpattia region at the Nyzhni Vorota post. They are stopped, their documents are checked, and they are offered to go to the recruitment center. If they refuse, they are taken by force. They promise that they will check their documents and let them go, but after passing the military medical commission, they are sent to the training center.
“The driver said he did not want to go. He was actually forced into the vehicle. He was taken to the premises where he passed the medical examination, signed the mobilization documents, and from there he went to the training ground near Rivne,” said one of the carriers.
They also said that communication with such drivers is almost immediately lost, while the vehicles are left on the road or at the checkpoint where they were left until another driver picks them up.

What does the TCC say about the mobilization of truck drivers?
As the press service of the Transcarpathian Territorial Center for Recruitment and Social Support told Ukrinform, truck drivers are “the same citizens of Ukraine as others, so they must have all the necessary military registration documents.”
They explained that if the data cannot be found out during the inspection at the checkpoints, the persons liable for military service are offered to go to the territorial recruitment centers.
At the same time, they assure that the vehicles remain under the supervision of law enforcement officials.
The Shlyah system is not quoted
At the same time, the TCC noted that the Shlyah system has nothing to do with military registration.
They added: if a citizen is not subject to mobilization, he or she must have the relevant military registration documents with marks confirming his or her legal rights to deferment under Article 23 of the Law “On Mobilization Preparation and Mobilization”, or with a mark of deregistration, or a document on a properly executed reservation.
