Changes to the procedure for issuing a passport of a citizen of Ukraine and a foreign passport: Zelensky signed the law
The Head of State introduced changes to the procedure for issuing a passport of a citizen of Ukraine and a foreign passport. In particular, the new law establishes the possibility of simultaneous issuance and exchange of both passports, including in cases of loss or theft of documents. On June 17, President Volodymyr Zelenskyy signed Law No. 3709-IX, which introduces a new procedure for the simultaneous issuance and exchange of Ukrainian and foreign passports, including those that have been lost or stolen.
The law will come into force two months after its publication.
President signs amendments to the procedure for issuing and exchanging passports of Ukrainian citizens and foreign passports: details
Amendments are introduced to the Law "On the Unified State Demographic Register", which allows simultaneous issuance and exchange of passports. When submitting documents abroad for the issuance or exchange of passports, the decision is made by the State Migration Service, subject to payment of an administrative fee.
The amount of the administrative fee for the simultaneous issuance or exchange of passports is:
• 0.3 of the subsistence minimum (UAH 908.4) if the passport is issued within 20 working days;
• 0.6 of the minimum subsistence level (UAH 1,816.8) in case of issuing a passport within 7 business days.
Please note! The first time a refugee or person in need of complementary protection certificate is issued is free of charge.

The law also provides for the possibility of issuing passports through the State Enterprise "Document" for citizens abroad and reduces the time limit for urgent issuance and exchange of passports to 7 days.
The passport of a citizen of Ukraine in the form of a card will be issued indefinitely for persons who have reached the age of 65. For persons under 18, the passport will be issued for 4 years, and for persons over 18 - for 10 years.
In addition, the law eliminates inconsistencies related to the lowering of the age for issuing a passport from 16 to 14 years. Now, passports for persons who have reached the age of 14 are issued on the basis of an application form submitted in person or by a legal representative.
Passports of Ukrainian citizens are issued no later than 20 business days or 7 business days in an urgent case after submission of the application form.
For passport issuance abroad through the State Enterprise "Document", the period for issuing a passport is up to 3 months.
The law also stipulates that no state fee is charged for the issuance or exchange of documents in the form of a booklet or card.
Passports for persons deprived of their personal liberty due to the armed aggression against Ukraine will be issued no later than 3 business days from the date of submission of the application form.
