According to the decision of the Parliamentary Assembly of the Council of Europe (PACE), European countries should prioritize the teaching of the Ukrainian language to Ukrainian children in educational institutions. This was announced by Danylo Hetmantsev, MP, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy.

Main provisions of the resolution


According to the resolution, Ukrainians should be fully integrated into the European education system. This includes the mutual recognition of diplomas, as well as the recognition of results obtained in the Ukrainian education system at an equivalent level in European countries.

According to the official, the European Commission periodically reports on the integration of Ukrainian students into the school systems of EU countries. According to the data from February 24, 2022 to December 12, 2023, 831,431 Ukrainian students were integrated into EU schools. In October 2022, this figure was 517,123 students.

Importance and challenges of implementation


Larysa Bilozir, a member of the Permanent Delegation to the Parliamentary Assembly of the Council of Europe, explained on Ukrainian Radio that PACE decisions are advisory in nature. And the implementation of these recommendations in the national legislation of the EU countries depends on the political will and financial capabilities of each individual country.

In addition, Bilozir noted that although the PACE resolution is a significant step forward, its implementation requires a lot of effort and diplomatic work. She emphasized the importance of keeping in touch with Ukrainian children through distance learning, the history of Ukraine and the Ukrainian language.
