In 2026, auto liability insurance remains mandatory for most drivers in Ukraine; however, the law provides for certain exceptions and preferential terms for some categories of citizens. At the same time, there is still a lot of confusion surrounding this issue: some drivers believe that retirees, veterans, or people with disabilities can completely avoid getting insurance, although in practice the law primarily provides for benefits or discounts, not a complete exemption.

Is auto liability insurance mandatory in Ukraine in 2026?


In 2026, MTPL insurance remains mandatory for most vehicle owners in Ukraine. This is stipulated by the Law of Ukraine “On Compulsory Insurance of Civil Liability of Owners of Land Vehicles.” The insurance covers damages caused to third parties in the event of a traffic accident and is valid throughout the country.


MTPL insurance is required for both private cars and most motorcycles, trucks, and commercial vehicles participating in road traffic. The policy can be in either paper or electronic format—the digital version may be displayed on a smartphone or via the “Diya” app.


The following may check for a valid policy:

- Police officers during document checks;

- Border guards when a foreign vehicle enters Ukraine;

- Insurance companies and the Motor Transport Insurance Bureau of Ukraine (MTIBU) following a traffic accident.


Ukraine is continuing its gradual transition to electronic insurance and digital policy verification via a unified database. Therefore, driving without valid auto liability insurance is becoming increasingly difficult, even in the absence of paper-based checks.

Who is exempt from obtaining auto liability insurance in 2026?


Despite the mandatory nature of auto liability insurance, Ukrainian law does provide for several exceptions where obtaining such insurance is not required. However, there are few such categories, and most exemptions pertain specifically to policy discounts rather than a complete exemption from insurance.


Vehicles of the Armed Forces of Ukraine and certain state agencies


Vehicles belonging to the Armed Forces of Ukraine, as well as certain other military and state agencies, are exempt from mandatory civil liability insurance. This specifically refers to official vehicles that are on the balance sheet of the respective agencies.


However, military personnel’s personal vehicles do not fall under these exceptions. If a military personnel uses their own car, the standard rules for obtaining MTPL insurance apply to them.


Vehicles not used on public roads


MTPL insurance is not required for vehicles that do not actually participate in road traffic. For example, if a vehicle:

- Has not been in use for a long time;

- Is undergoing repairs or is in storage;

- Does not travel on public roads.


However, there is an important caveat: as soon as the vehicle is used on the roads again, the owner is required to obtain a valid insurance policy.


Are retirees, veterans, and people with disabilities exempt from auto liability insurance?


One of the most common misconceptions among drivers is the belief that retirees or veterans are not required to obtain auto liability insurance at all. In reality, in most cases, the law does not provide for a complete exemption but rather preferential insurance terms.


A 50% discount on a motor vehicle liability insurance policy is available to certain categories of citizens, including:

- Retirees;

- People with disabilities in Groups I and II;

- Combat veterans;

- Victims of the Revolution of Dignity;

- War veterans.


At the same time, to qualify for the benefit, additional conditions usually apply regarding the vehicle’s engine size or type. The policy itself remains mandatory regardless.

Who is eligible for a discount on auto liability insurance in 2026?


In 2026, some drivers in Ukraine are eligible to purchase auto liability insurance with a 50% discount. Such benefits are provided by law for socially vulnerable groups, but they apply only under certain conditions.


The following groups are eligible for discounted MTPL coverage:

- Retirees;

- People with disabilities in Groups I and II;

- Combat veterans;

- War veterans;

- Victims of the Revolution of Dignity.


The discount applies only to one vehicle owned by the individual. Additionally, the vehicle must not be used for commercial transportation or as a taxi.


For some categories, restrictions may also apply regarding:

- Engine displacement;

- Electric vehicle power;

- Vehicle type.


You can usually purchase a discounted policy both online and offline through an insurance company. To confirm your eligibility for the discount, you must provide the relevant documents: a pension card, a UBD certificate, or a disability certificate.


At the same time, it is important to note that the discount does not mean automatic exemption from insurance. If a driver in a discounted category drives without a valid policy, standard fines and financial liability may apply in the event of a traffic accident.

Do foreigners need auto liability insurance in Ukraine in 2026?


Foreign drivers are also required to have a valid insurance policy while in Ukraine. This rule applies to both tourists and foreigners who are temporarily or permanently residing in the country and using a vehicle.


To enter Ukraine in a vehicle with foreign registration, drivers typically need international Green Card insurance. This document confirms the existence of insurance coverage in Ukraine and other countries participating in the Green Card system.


Border guards may check for a valid policy when crossing the border. If there is no insurance or the policy has expired, the driver may be denied entry with the vehicle or required to purchase a policy immediately before entering Ukraine.


Foreigners who are staying in Ukraine for an extended period or registering a vehicle here usually obtain Ukrainian auto liability insurance under standard terms. The policy is available in both paper and electronic formats.


When traveling in Ukraine in their own car, it is important for foreign drivers to check in advance:

- Whether the country where the car is registered is part of the Green Card system;

- The validity period of the insurance policy;

- The territory covered by the insurance;

- Whether the policy is recognized in Ukraine.
