In 2024, Ukraine faced a significant increase in the number of citizens who left the country and did not return.
According to opendatabot.ua, this number increased by 3.3 times compared to the previous year and reached about half a million people. In total, in 2024, Ukrainian citizens crossed the state border 30.11 million times, but 2% of them decided not to return.
Dynamics of non-returns
In 2024, the number of Ukrainians who did not return to the country amounted to about 443 thousand. This is three times more than in 2023, when the difference between those who left and those who returned was 134 thousand people. The largest number of non-returns was recorded in June - 194 thousand people.
Despite the overall negative trend, some months still showed positive dynamics. For example, in April, 58 thousand more citizens returned to the country than left, in July - 23 thousand more, and in August - 89 thousand more.

General statistics for the three years of war
According to the State Border Service Administration, over the three years of full-scale war, about 3 million Ukrainians have left the country and never returned. This figure is almost equal to the number of citizens who left in the previous 11 years - from 2011 to 2021 (3.3 million).
It is worth noting that the Border Guard Service statistics only take into account those citizens who left through official checkpoints. There is currently no information on Ukrainians who left the temporarily occupied territories or left illegally.
Ukrainian refugees in Europe: which countries are leading the way
As of August 31, 2024, 4.2 million Ukrainians had temporary protection status in the European Union.
Germany (1.1 million), Poland (975 thousand), and the Czech Republic (376 thousand) have sheltered the most refugees. Together, these three countries accepted 60% of Ukrainian citizens who were granted asylum in the EU.
