Official statistics of the Migration Service of Ukraine: the number of residence permits in Ukraine


According to the official data of the Migration Service of Ukraine, in 2024, a significant number of foreigners received a residence permit in Ukraine. This indicates a growing interest in the country as a place for long-term stay, work or study. In total, the Migration Service of Ukraine issued thousands of temporary and permanent residence permits, and recorded a significant number of foreigners who are registered.

Temporary residence permits in Ukraine


In 2024, 17,239 temporary residence permits were issued, including:


- 7,896 were issued for the first time;

- 9,343 were issued as an exchange.

Permanent residence permits in Ukraine


In 2024, 8,938 permanent residence permits were issued, including:


- 4,452 were issued for the first time;

- 4,486 were issued as an exchange.

Analysing the official statistics of the Migration Service of Ukraine over the past three years, we can note significant changes in the dynamics of residence permits in Ukraine.


The total number of permanent residence permits issued in 2024 was 8,938, which is lower than in 2023 (9,977), but higher than in 2022 (8,144).


This indicates relative stability in the demand for permanent residence among foreigners, although there was a slight decrease in 2024 after the peak in 2023.


In terms of temporary residence permits, 17,239 documents were issued in 2024, which is 570 more than in 2023 (16,669), but significantly less than in 2022 (26,250).

How to obtain a residence permit in Ukraine?


For a legal stay for a long time, foreigners can obtain a temporary or permanent residence permit, each of which has its own grounds and requirements.


A temporary residence permit is granted to foreigners who have arrived in Ukraine for a specific purpose: work, study, business or family reunification. For business purposes, one of the key grounds for obtaining such a document is investment in the Ukrainian economy - in particular, if a foreigner is the founder of a company and his or her share of the capital is at least EUR 100,000.


The residence permit is also available to students of Ukrainian universities and persons who have married Ukrainian citizens. A separate category includes foreigners who have assisted the Ukrainian military or participated in ensuring national security.


The procedure for obtaining a temporary residence permit involves submitting a package of documents to a territorial office of the State Migration Service (SMS) or an administrative service centre (ASC). You must have a passport with a type D visa (unless otherwise provided by law) translated into Ukrainian, a health insurance policy and proof of payment of the administrative fee.

A permanent residence permit allows foreigners to live in Ukraine without time limits, enjoying many rights on an equal footing with citizens. To obtain it, you need to have an immigration permit, which is issued according to quotas or under special conditions. The categories that can obtain this status without quotas include foreigners who have been married to Ukrainian citizens for more than two years, have Ukrainian roots, are refugees or investors.


The procedure for obtaining a permanent residence permit is lengthy and can take from 6 to 8 months. To apply, you need to submit an application, a passport, a notarised translation of personal data, an immigration permit, a receipt for payment of the state fee and photographs of the prescribed format.
