The Ministry of Defense of Ukraine has clarified the procedure for providing financial assistance to address social and domestic issues for servicemen of the Armed Forces of Ukraine in 2026. This refers to a one-time cash payment, which is provided on the basis of grounds specified by law and within the limits of the cash support fund.


As explained by the Ministry of Defense, in 2026, the mechanism for paying financial assistance will remain in effect, but there are a number of important nuances that servicemen and their families should take into account in advance.


When will financial assistance be paid in 2026?


Financial assistance for social and domestic issues is a one-time cash payment that a member of the Armed Forces of Ukraine can receive once a year, provided there are legal grounds for doing so.


In 2026, payments will be made exclusively within the limits of the available monetary supply fund. The grounds and procedure for providing assistance are determined by Order of the Minister of Defense of Ukraine No. 38/ud dated January 4, 2026. This document is the key regulatory guideline for military unit commanders when making decisions on payments.


What is the amount of financial assistance in 2026?


In 2026, the amount of financial assistance is equal to the monthly monetary allowance of a military serviceman on the day of signing the relevant order.


This amount includes:

● official salary;

● salary according to military rank;

● seniority allowance;

● monthly additional payments (except for bonuses) to which the military personnel is entitled.


Thus, the specific amount of the payment depends on the position, rank, length of service, and other individual components of monetary allowance.

Who is eligible for financial assistance in 2026


Financial assistance is provided once a year if at least one of the specified grounds exists.


Disability as a result of war


Military personnel who have become disabled as a result of injury, trauma, or concussion while defending Ukraine are eligible for assistance.


Captivity, disappearance, or internment


Financial assistance may be received by the families of military personnel who:

● are in captivity (except in cases of voluntary surrender);

● are hostages;

● are interned in neutral countries;

● have disappeared.


Important events in the family or health


The basis for payment is events that occurred in 2026 or in December 2025, if assistance was not received at that time. In particular, this refers to:

● the death of a military personnel, his or her spouse, children, or parents;

● the birth or adoption of a child;

● serious health problems in a military personnel or members of his or her family.


Assistance is provided, in particular, in the following cases:

● tuberculosis, HIV/AIDS, hepatitis B or C;

● treatment, rehabilitation, or leave for treatment for more than 30 days due to injury or illness related to the defense of Ukraine;

● complex treatment, prosthetics, transplantation, or the need for constant care;

● cancer requiring surgery, chemotherapy, or radiation therapy;

● injury to a military servicemember during martial law;

● serious injuries to family members due to the Russian Federation's military aggression against Ukraine.


How to apply for financial assistance


To receive the payment, a military serviceman must submit a report to the commander and documents confirming the grounds for providing financial assistance.


The payment is made on the basis of the commander's order and within the limits of the funds provided for in the budget of the relevant military unit.


An important nuance for military personnel in the budgetary sphere


There are special conditions for military personnel who were drafted or recruited from budgetary institutions. They can receive financial assistance only if:

● they did not receive similar financial assistance at their previous place of work in the year of conscription;

● there are grounds specified by order of the Minister of Defense of Ukraine.
