In Ukraine, certain categories of citizens are entitled to additional pension payments for special services to the state. This is a special allowance established in accordance with the Law of Ukraine “On Pensions for Special Services to Ukraine” and provides for an increase in pension payments for persons who have made outstanding labor or socially significant contributions.
This is reminded by the Pension Fund of Ukraine.
What is a pension for special services to Ukraine
A pension for special services to Ukraine is not a separate type of pension, but a supplement to an already assigned pension. It can be established for old-age, disability, loss of breadwinner, or length of service pensions.
Such additional social benefits may be provided on a permanent basis or for a specified period, within the limits of the funds provided for in the State Budget of Ukraine.
Who is eligible for the supplement
One of the key categories of recipients of pensions for special merits are mothers with many children. Women who are eligible for such a supplement are those who:
● have given birth to five or more children;
● have raised each child until they reached the age of six.
However, the law provides for exceptions. In the event of the mother's death or deprivation of her parental rights, if the father raised the children until the age of six, the right to a pension for special merits passes to him.
It is important to note that when determining the right to a supplement, not only biological children are taken into account, but also adopted children, if the adoption was formalized in accordance with the legislation of Ukraine.

Under what conditions is the supplement granted
The pension for special merits is granted exclusively as a supplement to the basic pension. Its amount depends on the specific merits of the person and is determined as a percentage of the subsistence minimum for persons who have lost their ability to work.
The supplement does not replace the basic pension and does not affect a person's right to receive other social benefits or privileges.
What is the amount of the supplement provided for from 2026
For mothers with many children, the amount of the pension for special merits ranges from 35% to 40% of the subsistence minimum for persons who have lost their working capacity. The specific percentage depends on the number of children.
From January 1, 2026, the amount of such a supplement will be:
● from UAH 908.25 — the minimum amount;
● up to UAH 1,038 — the maximum amount.
Thus, some recipients will be entitled to a supplement of more than UAH 1,000 per month from the beginning of 2026.
Is it necessary to submit a separate application
The issue of granting a pension for special merits is considered by the Pension Fund of Ukraine on the basis of supporting documents. In each case, the right to a supplement is determined individually, taking into account the pension case, marital status, and documents confirming merits.
