In the modern economy, time is literally converted into money. However, the price of one hour of work can vary dramatically depending on the country, industry, and level of qualification of the employee. At the beginning of 2026, the gap between hourly rates in Ukraine and developed Western countries remains noticeable. At the same time, for a correct comparison, it is important to take into account not only nominal incomes, but also taxes and the real cost of living.


Finance.ua analyzed how much workers in different fields earn “on hand”, what part of income is taken away by taxes, and where an hour of work allows you to purchase more goods and services, we tell you.


January 2026 brought Ukrainians a number of important changes in various areas of life - from salaries and taxes to social benefits, vaccinations, and new government programs, more details in this article.


How much does an hour of work cost in different countries of the world?


As of the beginning of 2026, the difference in hourly wages between Ukraine and economically developed countries remains significant. At the same time, the growth rate of Ukrainian salaries is one of the highest in Europe, which is gradually closing the gap.


Ukraine


From January 1, 2026, the minimum hourly wage in Ukraine is set at 52 UAH, which is equivalent to approximately 1.2 dollars at the current exchange rate. However, the actual cost of an hour of work in the private sector significantly exceeds the minimum and varies significantly depending on specialization:


- Unskilled labor - within 80–120 UAH per hour.

- Qualified specialists - 250–600 UAH per hour.

- IT, managerial positions and top management - from 1200 UAH per hour and above.


Important! These indicators are relevant primarily for large cities and the private sector. In state institutions, average rates remain significantly lower.

European Union


Eurostat data show significant wage inequality even within the EU. The average hourly wage in the eurozone countries fluctuates at 37–39 euros, but the difference between countries can be very significant.


The highest rates are recorded in Luxembourg and Denmark – over 50–55 euros per hour. Central European countries, in particular Poland, demonstrate stable growth with averages of 15–18 euros per hour. The lowest rates in the EU traditionally remain in Bulgaria and Romania – around 11–13 euros.

USA


In the United States of America, the average hourly wage in the private sector reached about $37 at the end of 2025. However, the American labor market is characterized by significant regional differentiation.


The federal minimum wage is $7.25, but in a number of states it is much higher. For example, in California and New York, the minimum wage fluctuates between $16-17 per hour.


How does a worker’s real income change after taxes?


A key factor when comparing incomes is the difference between the total cost of labor for the employer and the amount that the employee actually receives in his hands.


In Ukraine, the tax burden includes 18% personal income tax, 1.5% military levy (in 2025-2026 - increased to 5%) and 22% of the single social contribution paid by the employer. As a result, the total tax “wedge” reaches 40-45%.


In EU countries, social contributions are even more significant. In Germany or France, additional charges can amount to 30–35% on top of the salary, as a result of which the employee receives only 60–65% of the full value of his work.


The US tax system is progressive. Formally, the tax burden may be lower than in Europe, but a significant part of the costs – including health insurance and pension savings – often falls directly on the employee, which reduces real net income.

- Programmer (Middle)


In Ukraine, the average net income is approximately $20-35 per hour. In Poland, it is $25-50, in Germany - $45-65, and in the USA - $70-100. The IT sector remains one of the few industries where Ukrainian specialists have come as close as possible to world wage standards.


- Nurse


In Ukraine, an hour of work costs about $2.5-4. For comparison, in Germany, a nurse earns $18-28 per hour, and in the USA - $35-48.


- Qualified builder


In Ukraine, the average rate is $4-7 per hour, in Poland - $9-13, in Germany - $18-24, and in the USA - $25-35.


- Cashier or retail worker


In Ukraine, an hour of work costs about $1.8-2.5. In Poland, it is $7-9, in Germany, $13-15, and in the USA, it is $15-19.

Purchasing power is a key indicator of well-being


Nominal incomes in dollars or euros do not always reflect the real standard of living. For a more objective assessment, economists use the purchasing power parity indicator.


Although the average American earns 10-15 times more than a Ukrainian in nominal terms, the cost of rent, medicine, childcare, and other services in the USA can be 5-8 times higher.


For example, $20 in Ukraine allows you to have dinner at a good restaurant and take a taxi. In New York, this amount is enough only for a few sandwiches and coffee or for subway tickets for a small company.


To buy a standard latte in Kyiv, the average worker needs to work for about 30-40 minutes. In Warsaw – 15-20 minutes, and in New York – about 10 minutes.


According to the Purchasing Power Index for 2025, Ukraine still occupies the last positions in the European ranking. At the same time, the low cost of basic services means that an income of $1,000 in Kyiv often provides a standard of living comparable to a salary of about €2,000 in Berlin.


Renting a one-room apartment in Kyiv in 2026 is approximately 40% of the average salary, while in Munich or New York this figure often reaches 50-60% of after-tax income.


Qualifications remain a key factor in generating income. The difference in wages for unskilled workers between Ukraine and the US can reach an eight-fold gap. In highly skilled sectors, in particular in IT, this gap is reduced to 2.5-3 times, which confirms the global value of professional skills.


European taxes are a payment for social stability. A significant part of the cost of an hour of work goes to financing medicine, pensions, insurance and other social guarantees, which reduces net incomes but increases the level of protection.


The Ukrainian labor market is gradually becoming more expensive. European integration, labor shortages due to war and labor migration stimulate the growth of hourly rates. However, these rates do not yet allow us to completely overcome the gap in purchasing power with Western countries.
