Ukraine has simplified the rules for extending deferrals from mobilisation, making the process as automated and transparent as possible. Most decisions are now made without personal appeals, document collection, or repeat visits to the TCC. Ukraine has simplified the procedure for extending deferrals from mobilisation. The vast majority of deferrals that have already been issued are now extended automatically — without applications, certificates, queues, or personal visits to the TCC. This was reported by the Ministry of Defence of Ukraine.


The ministry notes that previously, in order to extend a deferral, people had to collect documents every 90 days, apply in person to the TCC and wait more than a week for a decision. Now, in about 90% of cases, the process takes place without human involvement: the grounds for deferral are checked automatically through state registers, and confirmation of the extension is reflected in the ‘Reserve+’ application. Only in certain situations is it necessary to submit an application through the Administrative Services Centre.


Which categories have been added to the automatic extension


The list of deferrals that are now automatically extended includes:


▪️ parents raising a seriously ill child without established disability;

▪️ persons caring for a seriously ill family member;

▪️ guardians of a person recognised as incapacitated;

▪️ those who have a spouse with a Group III disability;

▪️ people who care for a relative of the second or third degree of kinship with a disability;

▪️ parents who are raising a child under the age of 18 on their own;

▪️ school teachers.

For whom the automatic extension was previously in effect


The automatic extension of the deferral also remains in effect for the categories previously defined. These include people with disabilities and those temporarily unfit for service, parents of children with disabilities (under 18 and adults with Group I–II disabilities), people whose spouse or close relatives have Group I–II disabilities, parents of three or more children in one marriage, students and postgraduates, and higher and vocational education workers.


Automatic extension also applies to people whose close relatives were killed or went missing during hostilities or martial law, relatives of Heroes of Ukraine posthumously awarded for bravery during the Revolution of Dignity, persons deprived of their liberty as a result of armed aggression against Ukraine, as well as military personnel released from captivity.


The Ministry of Defence emphasises that the updated mechanism is designed to reduce the burden on the TCC and relieve citizens of unnecessary bureaucracy, ensuring a more transparent and predictable process for extending deferrals.
