How a foreigner can register a car in Ukraine: what you need to know

Foreigners can officially register a car in Ukraine if they are legally present in the country and have a residence permit. Moving to Ukraine, long-term residence or work is often associated with the need for personal transportation. For foreigners, the issue of car registration seems more complicated due to documents, migration status, and nuances with importing cars from abroad. In fact, the procedure is quite straightforward: registration takes place at the service centers of the Ministry of Internal Affairs according to the general rules, without a “special” procedure only because of foreign citizenship. In this article, we will briefly and to the point analyze the conditions, stages and list of documents.

Who can register a car in Ukraine?


In order to apply for registration or re-registration of a vehicle, a foreigner must meet the basic requirements for legal stay in Ukraine. Registration is carried out at the service centers of the Ministry of Internal Affairs according to the general rules - there is no separate “special” procedure just because of foreign citizenship.


Key conditions for foreigners:

1. Legal residence in Ukraine and a temporary or permanent residence permit;

2. Standard procedure at the TCC of the Ministry of Internal Affairs without additional requirements “due to foreign status”;

3. Exception for diplomats: the procedure from the CMU Resolution No. 1388 does not apply to staff and family members of diplomatic missions and international organizations.


Important: if you do not have a residence permit (for example, a short-term stay on a visa or visa-free regime), you will not be able to register a car for yourself. First, you need to formalize your legal residence status.

Car registration and re-registration procedure for foreigners


The procedure for registering a car for foreigners in Ukraine does not differ from the general procedure. All actions are carried out at the service centers of the Ministry of Internal Affairs, and the set of stages depends on whether the car is purchased in Ukraine or imported from abroad. It is important to prepare documents in advance and take into account additional formalities for imported cars.


Buying or re-registering a car in Ukraine


If a foreigner buys a car in Ukraine or re-registers it for himself, the procedure follows a standardized scheme. The parties enter into a purchase and sale agreement, after which the new owner applies to the service center of the Ministry of Internal Affairs for re-registration of the vehicle. As a rule, the documents are checked on site and changes are made to the register, after which a new registration certificate and license plates are issued (if necessary).

Registration of a car imported from abroad


For cars imported to Ukraine from other countries, the procedure is more complicated and consists of several mandatory steps. First, customs clearance and payment of the required fees are carried out. Next, the car must be certified as compliant with Ukrainian requirements, and for used vehicles, an expert inspection is also required. Only then can the car be registered at a service center of the Ministry of Internal Affairs and receive Ukrainian registration documents.

What documents does a foreigner need to register a car?


Before applying to a service center of the Ministry of Internal Affairs, you should prepare a full package of documents in advance. The list is standard, but for cars imported from abroad, the list will be longer due to customs and technical formalities. The absence of at least one document may delay the registration.


To register or re-register a car, a foreigner usually needs:

- A document confirming the legality of staying in Ukraine (temporary or permanent residence permit);

- Registration number of the taxpayer's account card (TIN);

- A document confirming the ownership of the car (purchase and sale agreement or acceptance certificate);

- Certificate of compliance of the vehicle with the requirements of Ukraine;

- Receipts for payment of administrative services and mandatory fees;

- Customs documents for cars imported from abroad;

- Documents on passing an expert inspection for used imported cars.


Practical advice: before visiting a service center of the Ministry of Internal Affairs, check the current list of payments and certification requirements for your type of car. This will help you avoid repeated visits and wasted time.
