The first driver's license: what is important to know for novice drivers
The first driver's license has a number of features that new drivers often learn about after receiving the document. We'll tell you how long the first license is valid, when it can be exchanged, and when you'll have to take the test again. Learn more about the key rules for new drivers
After successfully passing the exams, the driver receives a temporary license rather than a permanent one. It is valid for a limited period of time and is actually a test of the driver's responsibility on the road. The number of violations during this time is crucial for the further use of the license. Ignorance of these rules can lead to unpleasant consequences. That is why it is important to understand the conditions that apply to the first license immediately.

The first driver's license is temporary
The first driver's license in Ukraine is issued for 2 years and has a temporary status. During this period, the driver is under a conditional “probationary period” during which compliance with traffic rules is assessed.
The key criterion for the subsequent exchange of the license is the number of administrative violations. If the driver has received no more than two traffic fines in two years, the temporary license can be exchanged for a permanent one after its expiration date without having to take the exams again.
In the event of three or more violations, or a license revocation, the driver will have to take the theory and practical exams again. It is important to note that after a successful retake, a permanent license is issued, not a temporary one.

How do I exchange a temporary license for a permanent one?
After the expiration of the first license, the driver has the right to exchange it for a permanent license without taking additional exams if no more than two administrative violations in the field of road safety have been recorded within two years.
There are two ways to exchange a license:
1. Online through the application or the Diia portal - provided that the driver's data is reflected in the electronic registers;
2. In person at a service center of the Ministry of Internal Affairs, regardless of the place of registration.
The following documents are usually required to exchange the license:
- Passport or other identity document;
- Registration number of the taxpayer's account card (RNOKPP);
- A valid temporary driver's license.
If a driver has committed three or more violations in two years, an exchange without exams is not possible. In such a situation, it is necessary to retake the theoretical and practical exams at a service center of the Ministry of Internal Affairs. Only after successfully passing these stages is a permanent driver's license issued.

Validity of a driver's license and cases of revocation
After exchanging a temporary license for a permanent one, the driver is issued a document valid for 30 years. However, a permanent license does not guarantee an unlimited right to drive in case of serious violations.
A driver's license is subject to revocation if a person is deprived of the right to drive vehicles by a court decision. In particular, this applies to cases of prosecution under Article 124 of the Code of Administrative Offenses (a traffic accident without casualties but with damage to property) and Article 130 of the Code of Administrative Offenses (driving under the influence of alcohol or drugs).
After the license is revoked, to restore the right to drive, you must re-take a driving school, undergo a medical examination, and pass a theoretical and practical exam. Upon successful completion of the procedure, the driver is again issued a temporary license for a period of 2 years.

How to restore a driver's license destroyed during the war for free?
Ukrainians whose driver's license was lost or destroyed as a result of hostilities or shelling can restore the document free of charge. This option is available to citizens whose data is stored in electronic registers.
You can apply for renewal online, provided that the license is displayed in the Driver's Area and contains a photo. In this case, you do not need to visit the service center in person, and a new document is issued based on the available data.
If the license is not displayed in the electronic cabinet or does not contain a photo, you may need to visit the service center of the Ministry of Internal Affairs in person with the relevant documents to restore it.
