From February 18, 2026, Hungary will switch to a new import control system, which will directly affect Ukrainian carriers that transit or deliver goods to European Union countries. The new regulations require the mandatory submission of an additional declaration via a modern electronic security system.

Hungary is switching to ICS2
According to the State Customs Service of Ukraine, from now on, in addition to the standard T1 transit declaration, drivers must submit a General Declaration of Arrival (ENS) through the Import Control System 2 (ICS2).
ICS2 is an updated pre-customs control system that operates within the European Union. It requires the submission of detailed information about the cargo before it arrives in the EU customs territory. The main goal is to increase the security and efficiency of inspections.
Without an ENS declaration submitted through ICS2, entry into the EU will be impossible. Drivers and logistics companies that do not comply with the new requirements risk being denied entry and facing delays at the border.

Transition period until March 15, 2026
In order to give businesses time to adapt to the new rules, Hungary has introduced a transition period until March 15, 2026. During this time, documents may be submitted according to the old procedures.
After this date, all customs documents for imports and transit through Hungary will be accepted exclusively through the ICS2 system. This means that electronic ENS submission will become mandatory for all carriers without exception.
What does this mean for Ukrainian companies?
The new rules mean that Ukrainian carriers must:
ensure registration and technical readiness to work with ICS2;
establish a process for the timely submission of ENS declarations;
verify the accuracy of data on cargo, sender, and recipient;
train drivers and logistics managers.
Companies that operate regular flights through Hungary to other EU countries should be particularly vigilant.
How to avoid delays at the border?
Experts advise not to delay preparation for the new requirements. It is important to test the submission of declarations in advance, check integration with customs brokers, and ensure that all cargo information complies with European legislation.
The transition to ICS2 is part of a broader reform of customs control in the EU. For Ukrainian carriers, this means the need to adapt to new digital procedures, but at the same time, the opportunity to work in a more transparent and predictable international trade environment.
