How many insurance claims were recorded in 2025

According to the MTIBU, over 14,800 insurance claims were settled outside Ukraine under the Green Card system in 2025.

Compared to 2024, this figure decreased by 6.8%. The main reason is the reduction in the number of valid international motor insurance contracts, as some Ukrainians have integrated into the transport systems of EU countries.

In which countries did the most traffic accidents involving Ukrainians occur

The largest number of traffic accidents involving Ukrainian drivers in 2025 was recorded in Poland.

● Poland: almost 5,000 insurance claims; average payout — about €2,400.

● Germany: 2,800 insurance claims; average payout — €4,600.

● Romania: 865 claims; average payout — €4,200.

The difference in average payouts is primarily related to the cost of car repairs and the level of medical expenses in a particular country.

In countries with more expensive services, even minor accidents can lead to significant insurance payouts. That is why in Germany and Romania, the average amount of compensation exceeds that in Poland.

The decrease in the total number of settled insurance claims in 2025 does not indicate a reduction in road risks. It is related to a change in the status of some Ukrainian drivers abroad.

Those who have been in EU countries for a long time re-register their cars locally and switch to national insurance policies.

At the same time, for drivers who temporarily leave Ukraine, having a valid Green Card remains a prerequisite for legal travel on European roads. You can purchase an international insurance policy online at Visit Ukraine, which allows you to quickly obtain the document before your trip and avoid fines and financial risks in the event of an accident.

We remind you! New customs requirements in Hungary will affect all Ukrainian carriers working with the EU. From February 18, 2026, the submission of a General Declaration of Arrival (ENS) through the ICS2 system will become mandatory. Read how to avoid delays and fines at the border.
