Panic is spreading online: traffic cameras have allegedly started automatically issuing fines for paper motor insurance policies. The Ministry of Internal Affairs has officially responded to the information. Find out whether drivers will be automatically fined if they do not have a motor insurance policy

Rumours are spreading rapidly in the Ukrainian media that drivers will automatically be fined if they only have a paper car insurance policy and not an electronic one. The Ministry of Internal Affairs of Ukraine has responded to these reports and officially denied them.


Information about automatic fines for paper insurance is not true. At the moment, there is no basis for this.

Why is automatic recording currently impossible?


The Ministry of Internal Affairs explained in detail why automatic recording cameras cannot fine drivers for the format of their insurance policy:


Lack of legal basis: Currently, there are no laws that allow paper insurance to be classified as a violation. For the system to work, changes must first be made to the Code of Ukraine on Administrative Offences and a number of regulatory acts, stipulating the very possibility of automatic recording of the absence of a policy.


Technical limitations: The current system of automatic recording of traffic violations is not technically adapted to perform such a task.


The ministry has assured that the issue of recording such violations will be addressed in the future, both legally and technically. Citizens will be notified in advance of the launch of such a system through official sources of information.

Fines from the patrol police remain in force


The fact that cameras are not yet able to check insurance does not mean that you do not need to purchase a policy.


Drivers are reminded that there is still a risk of receiving a fine from patrol officers. If a police officer stops your car, they have every right to check for motor vehicle insurance (OSCPV) and issue a fine if it is not present.


Recommendations for drivers from the Ministry of Internal Affairs


Representatives of the ministry gave two main pieces of advice to Ukrainian motorists:


1. Get your policy sorted out in good time. Having insurance isn't just a formal legal requirement, it's also a guarantee of your financial security on the road.


2. Check your info. The Ministry of Internal Affairs says to always trust official sources and not to panic over ‘sensational headlines for the sake of hype.’
