In 2026, Ukrainian boys turning 17 (born in 2009) are required to undergo the initial conscription registration process. This requirement is understandably causing concern among many families, particularly regarding potential fines and bureaucratic complications. With reference to RBC-Ukraine, we look at exactly how this process works, the deadline for submitting details, and whether parents face real penalties for ignoring the requirements.

How to register for military service at 17, online and offline


Under current rules, details of pre-conscripts must be entered into the Unified State Register by 31 July 2026 at the latest. The process is now largely digitised, so teenagers can choose the most convenient registration method.


For remote registration, simply use the ‘Reserve+’ mobile app, provided the young person has already set up electronic identification. An alternative option involves a personal visit to the Territorial Recruitment Centre (TRC and SP) at their place of actual residence.


When visiting the military registration and enlistment office in person, the young man must prepare a set of documents. He must bring his passport, birth certificate, identification code, any available educational documents, a certificate from his current place of study or work, as well as four colour photographs of the standard size 35×45 mm.

Is it necessary to undergo a medical examination at the age of 17 during registration


An important and reassuring detail for many is that it is not necessary to undergo a military medical examination (MME) during the initial registration. A full medical examination will become a mandatory stage much later — exclusively before the start of basic military service or specialised practical training. At the registration stage at the age of 17, only the citizen’s personal details are recorded in the register.


Penalty for failing to register for military service: will the teenager’s parents be punished?

The most pressing concern for parents relates to financial and legal liability for missing or ignoring the procedure. As noted by Kateryna Anishchenko, a lawyer at the law firm Riyako&Partners, Ukrainian legislation does indeed provide for administrative liability for breaching military registration rules.


However, the reality is different. To date, law enforcement practice shows that there are no recorded instances of parents actually being held liable or fined for their underage son failing to register on time.


Can a school register a student with the Military Registration and Enlistment Office without the teenager’s involvement


Educational institutions traditionally take on a significant portion of the organisational work. Schools, lyceums and colleges are obliged to work closely with the Military Registration and Enlistment Office, submit basic lists of students and coordinate their referral for registration.


At the same time, lawyers emphasise an important detail:

although the state already receives some information via the Ministry of Education’s registers, this does not in any way exempt the young man himself from the obligation to undergo the procedure. Data verification by a school or college is merely an auxiliary step on the part of the educational institution, which is legally insufficient for the full registration of conscript status. You will still have to initiate registration via the app or in person.
