Ukraine has expanded assistance for internally displaced persons through the PFU portal: new payment rules and online application
Ukraine has updated its rules for payments to internally displaced persons (IDPs): the categories of eligible recipients have been expanded, the duration of assistance has been extended, and online applications have been introduced. Find out who is eligible for payments and how to apply
The Cabinet of Ministers of Ukraine has approved changes to the procedure for providing assistance to internally displaced persons (IDPs). The new measures include expanding the circle of beneficiaries, providing additional support for children and persons unable to work, and simplifying the application process. This was announced by the Ministry of Social Policy, Family, and Unity of Ukraine.
Assistance for IDP Children Regardless of Income
One of the key changes is support for children among IDPs. From now on, they will be able to receive living assistance regardless of their family’s income.
Important:
payments will be calculated starting February 1, 2026
provided the application is submitted by May 1, 2026
This decision will allow for the inclusion of significantly more families who previously did not meet the criteria due to exceeding the income threshold.

New Opportunities for Persons Unable to Work
The changes also apply to internally displaced persons who are unable to work.
Due to the increase in the subsistence minimum:
those whose payments were previously terminated due to exceeding the income limit,
can now reapply for a review of their benefits.
In this regard:
if you apply by May 1, 2026, payments will be calculated starting January 1, 2026
if later, assistance will be granted starting the month the application is submitted
The duration of payments has been extended
Another important change is the extension of the assistance period. The maximum number of six-month payment periods has now been increased from 4 to 5 periods. This means that the most vulnerable categories of IDPs will be able to receive support for six months longer.
How to apply for assistance?
Starting April 1, 2026, applying has become easier—you can do so online via the Pension Fund of Ukraine’s e-services portal.
Available application options:
online via the portal (using a qualified electronic signature)
at Pension Fund service centers
through local communities
at Administrative Service Centers
What will change for displaced persons?
The updated rules aim to:
expand access to state support
ensure stable payments for children
restore benefits for those who lost them due to formal criteria
simplify the application process through online services
The government expects these changes to help support the most vulnerable categories of internally displaced persons and make the payment system more flexible and fair.
