Ukraine and Syria are taking their diplomatic relations to a new level. The two countries have agreed to resume full operations at their embassies in Kyiv and Damascus in the near future. This step could send an important signal regarding both regional policy and economic cooperation.
What happened?
Ukrainian Foreign Minister Andriy Sibiga announced an agreement with the Syrian side following talks with Syrian Foreign Minister Assaad Khasaon al-Shaybani. The key outcome was the decision to resume the operations of diplomatic missions.
According to Sibiga, this is not merely about the formal reopening of embassies, but about launching a full-fledged dialogue between the countries—with a focus on security, the economy, and humanitarian cooperation.
Restoring diplomatic presence: why it matters
The resumption of embassy operations means the restoration of direct diplomatic channels. This facilitates:
— political dialogue at the government level
— the development of trade and investment
— coordination on security issues
— humanitarian and educational projects
It is specifically emphasized that the security of Europe and the Middle East is interconnected today. Therefore, cooperation between Ukraine and Syria is viewed in a broader context than just bilateral relations.
One of the key areas of discussion was the economy. According to the Ministry of Foreign Affairs, bilateral trade has already increased ninefold since the resumption of contacts. This signals that the partnership has a real economic foundation and is not merely a political declaration.

Food Security
Ukraine is also offering Syria cooperation under the “Grain from Ukraine” initiative. This is particularly relevant for the Middle East region, where food security issues remain critical.
In this way, Kyiv is strengthening its role as one of the key food suppliers and a partner in humanitarian programs.
Humanitarian and Educational Cooperation
Education remains a key element of the relationship. Many Syrian students have traditionally studied at Ukrainian universities, and plans are in place to expand this channel of cooperation.
Humanitarian initiatives are also being discussed, which may include assistance in the restoration and development of social programs.
The decision to resume embassy operations coincided with Ukrainian President Volodymyr Zelenskyy’s visit to Syria. During a meeting with Syrian President Ahmad al-Sharaa, the parties confirmed their readiness to deepen cooperation. Of particular interest is a potential exchange of expertise in the fields of security and defense.
