April 2026 will be a pivotal period for Ukrainians in Europe. Several countries are simultaneously changing their residency rules, opening up new opportunities for legalization, and introducing restrictions that could affect future status. This is reported by relocate.to.


Here’s what exactly is changing and what steps you should take now.


Czech Republic: Application for a 5-Year Permit in April


In the Czech Republic, a window for submitting an “expression of interest” under the Lex Ukraine program will open from April 1 to 30. This program allows individuals to transition from temporary protection to a long-term permit valid for 5 years.


Important: Submission is not automatic—you must file your application yourself through the Czech Ministry of the Interior’s portal by the end of April. Those who miss the deadline will lose the opportunity to use the simplified procedure and will be forced to follow the more complex standard route.


Ukrainians who have been in the Czech Republic for more than two years, hold temporary protection, meet the criteria for economic self-sufficiency, or qualify for humanitarian exceptions are eligible to participate.


The following will be required for submission:

● proof of continuous residence;

● documents regarding income or financial support;

● medical certificates (if necessary);

● proof of integration (language courses, employment, social ties).


Poland: Transition from UKR Status to the CUKR Residence Card


Poland continues to implement the transition model from PESEL UKR to the new status—the three-year CUKR residence card. Key requirements:

● continuous UKR status for at least 365 days;

● holding this status as of June 4, 2025, and at the time of application;

● submitting the application exclusively online via the MOS portal;

● submitting no earlier than 30 days after entry.

Germany: New Restrictions on Dual Protection


Starting in March 2026, a new rule will take effect in Germany: if a Ukrainian already has temporary protection in another EU country, they cannot obtain a similar status in Germany. This means that to relocate, you must officially terminate your status in the first country and only then apply in Germany.


At the same time, for those already in the country, status under §24 AufenthG is automatically extended until March 4, 2027. It is recommended to use this time to transition to other legal grounds—for example, humanitarian permits.


France: Status Must Be Renewed Manually


France does not use automatic renewal of temporary protection. To remain in the country legally, you must personally submit documents to the prefecture. This must be done at least 3 weeks before the current permit expires. Missing the deadline may result in the loss of legal status.


ETIAS: What Will Change for Travel


The ETIAS system—an electronic authorization for entry into EU countries—is expected to launch in spring 2026.


Key points:

● cost—7 euros (free for children and seniors);

● the system will be fully operational in the fourth quarter of 2026;

● does not apply to those who already have temporary protection or a residence permit;

● applies to short-term trips without legal status.

To avoid issues with documents, experts advise:

● check the type and validity period of your status;

● prepare documents for transitioning to the new authorization;

● Do not delay submitting applications;

● Seek consultation in complex cases.
