Parents whose children are outside Ukraine can obtain a taxpayer identification number (TIN) without returning to Ukraine. This is reported by the State Tax Service of Ukraine on its website tax.gov.ua.


Is it possible to obtain an IPN for a child without traveling to Ukraine


Yes, this option is available. To register a child in the State Register of Individual Taxpayers, you must submit a registration form (Form No. 1DR). This form serves as the application for assigning an RNOKPP.


Documents can be submitted in several ways:

● in person, if one of the parents or a legal representative is in Ukraine;

● through a representative by power of attorney;

● online via the Electronic Cabinet or the Diya portal;

● by mail.


Thus, the child’s physical presence in Ukraine is not required.


Who can submit documents to obtain a TIN for a child?


The application is submitted by one of the parents or the child’s legal representative. To do this, you must prepare:

● the child’s birth certificate;

● a document proving the identity of one of the parents;

● proof of residence.


This is the basic set of documents required for entering data into the state registry.

What important requirements should be considered?


The tax authority specifically emphasizes several important conditions.


First, the signature on the application must be notarized in accordance with the law.


Second, if the document proving the identity of the child or one of the parents is issued in a foreign language, a translation into Ukrainian must be provided and properly certified.


Third, if at the time of the child’s birth both parents or one of them were foreign nationals or stateless persons, a certificate of registration as a citizen of Ukraine must also be submitted.


How can you obtain the TIN if the child is abroad?


Once processed, the document can be delivered in several ways. Specifically, it can be:

● sent abroad to the person’s current location;

● sent to a specified address abroad upon written request;

● delivered to a Ukrainian diplomatic mission abroad;

● issued to a representative acting under a power of attorney.


In other words, even at the stage of receiving the document, it is not necessary to travel to Ukraine.


Why does a child need an RNO-KPP?


A child needs an RNO-KPP to process a range of documents and access government and financial services in Ukraine. Specifically, the RNO-KPP may be required for:

● processing documents in Ukraine;

● opening bank accounts;

● receiving services;

● applying for social benefits.


Therefore, for many families living abroad, obtaining this document is a practical step forward.
