Mandatory Vehicle Inspections for All Cars in Ukraine: When They’ll Be Introduced and What Will Change

Ukraine plans to introduce mandatory vehicle inspections for all vehicles, including passenger cars. The relevant changes are expected to be adopted by the end of 2027 as part of the country’s European integration commitments. This was announced by Serhiy Derkach, Deputy Minister of Community and Territorial Development, during a roundtable discussion, according to UNIAN.
When will mandatory vehicle inspections be introduced in Ukraine?
According to the government representative, Ukraine currently lacks mandatory periodic technical inspections for all passenger cars. However, this situation will change.
The government is already preparing a corresponding bill to introduce mandatory vehicle inspections for all vehicles. This requirement is linked to agreements with the European Union—the legislative changes must be adopted by the end of 2027.
This refers specifically to systematic periodic inspections, which will be mandatory for all car owners, not just for certain categories of vehicles, as is currently the case.

What new inspections might appear on the roads?
In addition to periodic technical inspections, Ukraine plans to introduce another control mechanism—checking the technical condition of vehicles directly on the roads.
This practice is already in place in EU countries: vehicles can be stopped for inspection, after which a decision is made regarding their continued operation. Ukraine currently lacks both the legislative framework and the technical equipment for such inspections.
To launch the system, special mobile units will be needed that can perform technical diagnostics on vehicles in the field. This is also part of Ukraine’s European integration commitments.
Why is Ukraine bringing back vehicle inspections?
The government supports the initiative because it is directly linked to improving road safety. The introduction of vehicle inspections is also part of harmonizing Ukrainian legislation with European standards.
At the same time, this decision is sparking debate. Some members of parliament oppose it, arguing that it places an additional financial burden on citizens during wartime.
According to Derkach, the issue remains politically sensitive, but the government insists on the need to implement the changes, given safety requirements.
The introduction of mandatory vehicle inspections will mean regular checks of a vehicle’s technical condition for all drivers. This could affect both vehicle owners’ expenses and maintenance requirements.
