Applying for a foreign passport outside Ukraine remains a relevant issue for thousands of citizens who are temporarily or permanently residing abroad. You can submit your documents through Ukrainian diplomatic missions, but the procedure has its own rules, deadlines, and practical details. It is especially important to check in advance the list of required documents, the requirements for verifying information, and the option for expedited delivery of the finished passport. Who can apply for a foreign passport at a Ukrainian embassy or consulate?


Ukrainian citizens aged 14 and older can apply for a foreign passport abroad. The procedure must be completed in person: the applicant must visit the embassy or consulate in person, where the consular officer will assist in completing the application form for document submission. It is not possible to complete the entire process remotely, so a visit to the diplomatic mission must be planned in advance.


This option is particularly relevant for Ukrainians who have been abroad for a long time, whose previous passport has expired, or who need a new passport for travel, legal residence, or to obtain other documents. At the same time, it is important to check the requirements of the specific diplomatic mission before making an appointment, as the admission procedure, working hours, and certain organizational details may vary.

What documents are required to apply for a passport?


You can only submit an application for a foreign passport in person, and the consular officer will fill out the application form directly during your appointment. Before your visit, you should prepare the basic set of documents to avoid rescheduling your appointment or making additional trips. This basic rule is confirmed both in your original text and on the websites of Ukrainian diplomatic missions.


Typically, the applicant must have:

1. Previous foreign passport (if available);

2. An internal passport of a Ukrainian citizen in the form of a booklet or ID card;

3. Taxpayer identification number or relevant details;

4. Proof of residence in Ukraine or a statement confirming the absence of such information;

5. A document confirming permanent residence or temporary stay abroad (if available).


Men aged 18 to 60 should pay special attention. In most cases, to receive consular services, you must submit a current electronic military registration document via the “Reserve+” app. The official websites of the Ministry of Foreign Affairs state that such a document must be authentic and generated no earlier than 72 hours prior to the application.


Before making an appointment, it is also worth checking the website of your specific embassy or consulate, as some institutions may specify a list of additional documents depending on the applicant’s situation.

How much does it cost to apply, and how long does it take to get a passport?


A consular fee must be paid to apply for a foreign passport at a Ukrainian embassy or consulate. The exact amount depends on the country of residence, the specific diplomatic mission, and the local currency exchange rate, so before submitting your documents, you should check the current rates at the link.


The processing time for a passport abroad is usually up to three months. This period includes not only the production of the document but also its delivery via diplomatic mail, so the procedure often takes longer than in Ukraine.

That is why it is better to submit documents in advance, especially if you need a passport for travel, to obtain legal status, or for other important procedures.


In practice, processing times may vary depending on the country, the consulate’s workload, and delivery logistics. Therefore, before making an appointment, you should clarify not only the cost of the service but also the actual waiting times at your specific diplomatic mission.

How to get a passport faster?


In some cases, Ukrainians abroad can expedite the delivery of their finished passport at their own expense. For this, international or courier delivery services are available through designated postal services.


To take advantage of this option, the applicant usually needs to submit an application on the selected company’s website, pay for the service, and submit proof of payment to the embassy or consulate along with the passport delivery request. This is a convenient option for those who need to receive the document as quickly as possible.


At the same time, it is important to understand that while this service can reduce the delivery time of the finished document, it does not always affect the processing time. Therefore, even with express delivery, it is best not to wait until the last minute to submit your documents.
