The issuance of ID cards and passports in Ukraine has undergone changes in 2024. The new rules have simplified the process of obtaining these documents, making it more accessible and convenient. Here's what documents you need to apply for, how much it costs, and how long it will take to get a ready-made document in accordance with the latest changes.


Issuing an ID card (Passport of a citizen of Ukraine)


An ID card is an official identity document used within the country. It replaces the old booklet passports and has become the standard of identification of citizens.


Who can apply for an ID card?


Citizens of Ukraine can apply for an ID card for the first time at the age of 14.

You also need to apply for an ID card if you change your surname, lose your passport, or damage your document.


Documents required to apply for an ID card


The following documents are required to apply for an ID card for the first time or when exchanging it:


Birth certificate - for persons applying for an ID-card for the first time.

Identification code (RNOKPP) - submitted to identify tax information.

Document of residence - to confirm the address.

Previous passport - if you exchange your old passport for an ID-card.

Receipt of payment of the administrative fee.


The cost of issuing an ID card


According to the prices indicated on the official website of the passport service, as of October 18, 2024, the cost of issuing an ID-passport depends on the period for which you want to receive the document, as well as on some other processing criteria:


Simultaneous issuance (exchange) of an ID card and a passport:

If the documents are issued no later than in 20 business days:

  • UAH 478 - standard cost of the service.
  • UAH 352 - if the ID-card is issued for the first time.


After the termination or lifting of martial law (in 6 months), the prices for ID-cards will change:

If an ID card is issued for the first time, the cost will be UAH 496.

The full cost of issuing documents (no later than 20 business days) will be UAH 744.


Expedited processing (up to 7 business days):

  • UAH 1488 - the cost of standard expedited processing.
  • UAH 650 - if the ID card is issued for the first time at the age of 14


If an ID card is issued instead of a passport issued in 1994, the price will be UAH 1154. The same amount will have to be paid in case of ID-card exchange. Urgent exchange (10 working days) of an ID-card or its urgent issuance instead of a passport of the 1994 model will cost UAH 1524.

Terms of ID-card issuance


The amendments that came into force in August 2024 reduced the period for expedited issuance of an ID card from 10 to 7 business days. The standard term remained at 20 business days. In the case of the first issuance, the document is also issued in 20 business days.


Features of ID card issuance under the new rules


Starting in 2024, the possibility of simultaneously applying for an ID card and a foreign passport has also been introduced. This greatly simplifies the process for citizens who apply for both documents at the same time. You can get both passports in one application form, which saves time on submitting documents.


Please note! The possibility of simultaneously applying for an ID card and a foreign passport was temporary, while now this possibility has been approved on a permanent basis.


How to apply for a passport


An international passport is a document required for traveling outside of Ukraine and can be issued by all citizens of Ukraine, regardless of age.


Documents required to apply for a passport


To apply for a foreign passport in Ukraine, you must submit:


- ID card or passport booklet (to exchange an old document).

- A certificate of registration or a document confirming the place of residence.

- Receipt of payment of the administrative fee.

If you are applying for a passport for the first time, you may also need a birth certificate to confirm your personal data.


The cost of issuing a passport


The cost of issuing a passport depends on the urgency of issuance:


Standard issuance (20 business days) costs UAH 958.

Expedited processing (7 business days) will cost UAH 1598.

The prices are valid for 2024 and are the same for the entire territory of Ukraine, regardless of region.


Timeframe for issuing a passport


Standard issuance takes 20 business days from the date of application.

Expedited issuance takes 7 business days.


Who can apply for a passport in Ukraine?


The innovations of 2024 allow Ukrainians to apply for a passport from the age of 14. Previously, the minimum age for this was 16 years. For citizens under the age of 18, a passport is issued for 4 years, for older people - for 10 years

Peculiarities of obtaining a passport in Ukraine


As in the case of an ID-card, it is possible to simultaneously apply for an internal and a foreign passport, which saves time and simplifies the procedure for the applicant


The new rules for issuing ID cards and passports in Ukraine have significantly optimized the process of obtaining documents. Reduced production time, the possibility of simultaneous issuance of both passports and updated tariffs allow citizens to obtain the necessary documents faster and more conveniently. Those who apply for a passport for the first time have benefits, but for other categories of citizens, the price and terms depend on the choice of a standard or expedited procedure.
