Ukraine has a support mechanism for internally displaced persons: housing vouchers under the e-Recovery program.
What does the housing voucher program entail?
As noted by the Ministry of Community and Territorial Development of Ukraine, starting December 1, 2025, internally displaced persons (IDPs) who meet specific criteria may apply for a housing voucher worth up to 2 million UAH. This is the first phase of the program, which is planned to be expanded to a wider range of applicants in the future.
The funds received can be used for:
● purchasing an apartment or house;
● investing in housing construction;
● making a down payment on a mortgage;
● partially repaying a mortgage loan.
Who is eligible for a housing voucher?
In the first phase, the program is available to a limited category of IDPs. Applications may be submitted by those who:
● have IDP status;
● are combatants or persons with disabilities resulting from the war (since 2014 or following the full-scale invasion);
● have a confirmed place of residence in the temporarily occupied territory;
● have a valid IDP certificate with a residential address in government-controlled territory.
Important: The applicant and their family must not own any other housing in government-controlled territory (except for housing in the combat zone or a mortgage), nor should they be receiving assistance under other housing programs.

How to submit an application via “Diya”?
At the initial stage, applications can only be submitted online via the “Diya” app. The process is as follows:
1. Update the app to the latest version.
2. Select the section “Services for IDPs” → “Application for a Housing Voucher.”
3. Confirm your household composition.
4. Obtain your spouse’s consent via Diya.Sign (within 36 hours).
5. Sign and submit the application.
Data will be automatically retrieved from government registries, so there is no need to submit documents manually.
After submission, the application is reviewed by the Ministry of Finance and the local commission. The estimated processing time is up to 30 days.
In the future, applications will also be accepted through the Administrative Service Center (ASC) or a notary.
Important Terms of Use for the Voucher
There are several key details to keep in mind:
● owning a home in the temporarily occupied territories does not affect your eligibility;
● the voucher will be valid for 5 years;
● after purchase, the home cannot be sold or gifted for 5 years;
● the voucher can only be used after payments begin (the date will be announced separately).
At this stage, the main task is to submit an application and pass the verification process.
