How to exchange a Ukrainian driving licence in Latvia without taking tests?


To exchange a Ukrainian driving licence in Latvia, you no longer need to take a test or retake the practical test. The procedure follows a simplified process at local CSDD (Road Traffic Safety Directorate) offices through the direct exchange of national documents. This allows Ukrainians to immediately become fully-fledged road users in the Republic of Latvia.


In which other countries can Ukrainian driving licences be exchanged?


Latvia is not the only country to have accommodated Ukrainian drivers. As noted by the Ministry of Internal Affairs of Ukraine, this is already the sixth such bilateral agreement. Similar arrangements are currently in place with Spain, Italy, the United Arab Emirates, Lithuania and Turkey. To drive legally in Latvia and other EU countries, Ukrainians need an international insurance policy — the Green Card.
