The appearance of new information in the electronic military service record has raised many questions among Ukrainians liable for military service. According to the specialist portal Yuristy.UA, the sudden appearance of military service speciality (VOS) 999 in the ‘Reserve+’ app is no cause for panic. This designation has no bearing whatsoever on the actual process of a citizen’s mobilisation, and, provided there is an officially documented deferment, precludes any claims from the Territorial Centre for Conscription (TCC) notification teams.


What does the VOS code 999 mean in the ‘Reserve+’ app?


Recently, many users of the ‘Reserve+’ app have noticed an update to their details — they have been assigned military registration speciality 999, which did not previously exist in the military registration rules. This code is often accompanied by a status stating that the individual ‘must undergo basic general military training’.


Lawyers explain that this change has no direct consequences for those liable for military service themselves. This category has been introduced primarily for the internal needs of the Ministry of Defence and the General Staff. It helps the authorities keep more accurate statistics and effectively manage mobilisation processes in the country.


TCK checks on the street: can they mobilise or detain someone with a 999 mark?


Since the start of 2024, the rules on general mobilisation have changed, and joint alert teams have appeared on the streets, comprising TCK servicemen and National Police officers. They have the legal right to check citizens’ documents in public places and at checkpoints. The main fear of many men is whether a 999 status will be grounds for detention during such a check.


Human rights activists state unequivocally: if a citizen’s documents are in order, no problems will arise. For example, a man with a disability, who had a VOS 999 appear in ‘Reserve+’, approached lawyers. Commenting on this situation, lawyer Yuriy Ayvazyan noted that with such an electronic military registration document (e-MRD), one can move around the city with complete peace of mind. The main condition is that the app must display information about a registered deferment and the absence of a wanted status.


His colleague, lawyer Vladislav Derii, also confirmed that there is no cause for concern: if the disability is officially registered (for example, until 2028), this constitutes a solid basis for deferment, regardless of the assigned speciality.

Does VOS 999 affect exemption from mobilisation and deferment


The ‘reserve soldier’ speciality (VOS 999) should not be confused with actual service in the operational reserve. Lawyers emphasise that this registration status cannot in any way prevent you from obtaining a deferral at a critical enterprise or retaining your job.


The only real problem when dealing with the Military Registration and Enlistment Office (MREO) or when attempting to secure a deferment at work is the ‘wanted’ status. If you are not wanted by the MREO and have legitimate grounds for deferment, the appearance of VOS 999 on your smartphone is merely a formality of electronic record-keeping.


Please note! The TCC has stopped accepting applications for deferrals from mobilisation — these are now extended automatically or via the Administrative Services Centre (ASC).
