New fees for consular services in Poland: how much Ukrainians will have to pay

The cost of processing documents abroad has risen! Updated consular fees for Ukrainians have come into effect. This article sets out the current prices for issuing foreign passports, drawing up powers of attorney, registering marriages and emigrating for permanent residence. The updated consular fee rates came into effect on 18 May 2026. The new rates are introduced in accordance with Order No. 27 of the Embassy of Ukraine in the Republic of Poland dated 14 May 2026. The changes apply to citizens applying to diplomatic missions: the Embassy of Ukraine in the Republic of Poland, the Consulates General in Lublin, Kraków, Gdańsk and Wrocław, as well as the Consulate in Poznań and the Vice-Consulate in Rzeszów.


How much does it cost to apply for a Ukrainian passport in Poland


The issue of obtaining travel documents remains one of the most common among Ukrainians abroad. According to the updated fees, the cost of basic passport services is as follows:


▪️ Obtaining a Ukrainian passport for travel abroad (for persons over 16 years of age) costs 90 US dollars or 326 Polish zlotys.

▪️ A fee of 40 US dollars or 145 Polish zlotys is required for automated data processing when applying for a foreign passport (including for children under 16).

▪️ Applying for or renewing an identity card for return to Ukraine costs 30 US dollars or 109 Polish zlotys.

▪️ Registration with the consular register costs 20 US dollars or 72 Polish zlotys.


Relocation for permanent residence and citizenship matters: current prices


Separate fees apply for citizens planning to legalise their long-term stay abroad or change their citizenship. The most popular services in this category will cost the following amounts:


▪️ Processing documents for moving abroad for permanent residence costs US$200 or 724 Polish zlotys.

▪️ Processing documents for an immigration permit will cost US$400 or 1,448 Polish zlotys.

▪️ The procedure for renouncing Ukrainian citizenship costs US$300 or 1,086 Polish zlotys.

▪️ Issuing a certificate confirming the presence or absence of Ukrainian citizenship costs US$20 or 72 Polish zlotys.

Fees for power of attorney, marriage registration and other notarial services


Applications to the consulate for notarial services or for the registration of civil status documents are also subject to the new rates:


▪️ State registration of a marriage costs US$100 or 362 Polish zlotys.

▪️ Registration of a divorce by mutual consent of spouses who have no minor children will cost US$150 or 543 Polish zlotys.

▪️ State registration of a change of name costs US$100 or 362 Polish zlotys.

▪️ The certification of standard powers of attorney costs US$30 or PLN 109.

▪️ The certification of copies of documents and extracts therefrom will cost US$10 or PLN 36 per page.

▪️ Certification of the accuracy of a translation of documents from one language to another costs US$40 or 145 Polish zlotys per page.

▪️ Certification of the authenticity of each signature on documents costs US$20 or 72 Polish zlotys.

Who is eligible for free consular services?


Under Ukrainian law, certain categories of citizens are fully exempt from paying consular fees for notarial services and the issuance of foreign passports. Those eligible for exemptions include persons affected by the Chernobyl disaster and classified as categories 1 and 2.


Persons with disabilities in groups I and II, children with disabilities, and their legal representatives are also entitled to free services. In addition, orphans, children deprived of parental care, and persons from among them are exempt from fees. It is important to note that when applying for a foreign passport, the consular fee is not charged to persons who have not yet reached the age of sixteen.
