From 1 June 2026, Ukrainian drivers can expect a number of significant changes to vehicle operating regulations and road traffic enforcement. The government is stepping up roadside checks, reintroducing technical inspections for part of the vehicle fleet, and expanding the network of cameras for automatically recording offences. We report, citing the publication ‘Expert’, on what drivers can expect from the start of summer.


What penalties will apply in Ukraine in 2026 for excessive window tinting?


The traffic police have received new technical equipment for checking the light transmission of car windows, so there will be significantly more checks and spot checks on the roads.

If the tinting does not comply with state standards, the driver faces a fine of 510 hryvnias. In the event of repeat offences, the penalties are increased: the vehicle owner is issued with an official notice requiring them to remove the film within ten days. If this requirement is not met, patrol officers have the unrestricted right to temporarily impound the vehicle.


Compulsory technical inspection in 2026: who must undergo it and how much does it cost?


The most important news of the summer will be the reinstatement of the compulsory technical inspection. Vehicles used for commercial purposes will be the first to be affected by the new rules. From now on, taxis, car-sharing services and vehicles used by various delivery services must undergo regular inspections.


An official technical inspection will cost drivers between 800 and 1,500 hryvnias, depending on the rates in the specific region. It is important to note that experts have the legal right to prohibit the operation of a vehicle until serious defects or faults have been fully rectified.

New parking charges and cameras for automatically recording traffic violations


The changes also affect parking regulations in the country’s major cities: Kyiv, Lviv, Odesa and Dnipro. Local authorities are adjusting rates, resulting in an average increase of 15–20% in the cost of paid parking, whilst paid parking zones are being expanded. The fine for unpaid parking remains unchanged — 340 hryvnias — but violations are now detected using state-of-the-art automated systems without the physical presence of parking attendants.


In parallel with this, the Ministry of Internal Affairs is continuing to develop the road surveillance system. By the end of the summer, around 150 new surveillance cameras will be brought into operation in Ukraine. Their functions have been significantly expanded: in addition to standard speed enforcement (fines ranging from 340 to 1,700 hryvnias), in future these devices will automatically issue fines for running red lights and driving in lanes designated for public transport.


Expert advice: to avoid unexpected costs and vehicle impoundment, drivers are advised to check the light transmission of their windows at a service centre in advance, carry out basic diagnostics of the vehicle’s systems, and keep a close eye on new paid parking signs in the centres of major cities.
