Monitoring of Sick Leave in Ukraine 2026: New Rules for Verifying Medical Certificates

The Ukrainian government has revised the procedure for verifying sick leave certificates and medical reports on temporary incapacity for work. The Cabinet of Ministers’ Resolution of May 27, 2026 introduces an extraterritorial principle of oversight, expands the scope of inspections, and establishes new requirements for the doctors conducting them.

Extraterritorial principle of verification: what does this mean?
The main innovation of the resolution is the introduction of extraterritoriality during the verification of medical reports. From now on, the validity of a sick leave certificate will be assessed by an authorized doctor from another region, rather than from the region where the patient received medical care. This mechanism is designed to reduce the risk of bias and ensure the objectivity of the review.
The review will be conducted through the electronic health care system, which allows the authorized physician to work with medical records remotely.
Who will be included in the list of authorized physicians?
The resolution also regulates the creation of a registry of doctors authorized to conduct inspections. The list is approved by the Board of the Pension Fund of Ukraine in consultation with the National Health Service of Ukraine (NHSU). Thus, only specialists who have undergone the relevant approval procedure will be involved in the inspections.

What exactly will be checked: expanded scope of inspection
Prior to the adoption of these changes, inspections concerned only sick leave certificates. Now the scope of inspection has been expanded. Authorized doctors will analyze:
- sick leave certificates (including those in paper form);
- medical opinions on temporary incapacity for work, which serve as the basis for issuing sick leave;
- the validity of both the issuance and extension of sick leave certificates.
Separate regulations govern the procedure for verifying paper sick leave certificates, as well as the process for documenting and submitting the results of these verifications.
Can the results of an inspection be appealed?
Medical facilities retain the right to appeal a decision regarding the unjustified nature of a sick leave certificate. A pre-trial appeal procedure is provided, allowing the dispute to be resolved without going to court.
