Bills have been introduced in the Verkhovna Rada to regulate small electric vehicles in Ukraine. Find out what traffic rules, driver requirements, and fines are being proposed for users of electric scooters, monowheels, and gyro scooters
A group of members of parliament has registered two bills in the Verkhovna Rada — No. 15283 and No. 15284 — which propose establishing clear rules for users of small electric vehicles and introducing administrative penalties for violations. This was reported by UNN.
Bill No. 15284, “On the Specifics of Using Small Electric Vehicles in Ukraine,” defines the term “small electric vehicle” for the first time at the legislative level. This category includes one-, two-, or three-wheeled motorized vehicles with an electric motor capable of speeds exceeding 10 km/h: electric scooters, monowheels, electric bicycles, Segways, gyroboards, gyroscooters, etc.

Where will small electric vehicles be permitted to operate?
According to the bill, small electric vehicles will be permitted to travel on:
● specially equipped bike lanes;
● the far right side of pedestrian zones, sidewalks, and recreational areas — as far to the right as possible, with pedestrians always having the right of way.
On the roadway, travel will be permitted exclusively on specially equipped bike lanes. It will be prohibited to enter the roadway without such a bike lane.
A separate prohibition on riding on pedestrian crossings is provided. When approaching a crossing, the rider must dismount and walk the vehicle across the crossing, observing traffic rules.

Speed limits for electric scooters
The bill establishes differentiated speed limits depending on the type of road environment:
● up to 50 km/h — on a specially designated bike lane that is part of the roadway, or on a separate bike lane without adjacent pedestrian zones;
● up to 10 km/h — on a bike lane adjacent to pedestrian zones, sidewalks, or recreational areas.
Requirements for riders: helmet, high-visibility vest, and sobriety
The document establishes a number of mandatory requirements for individuals operating small electric vehicles:
● helmet — mandatory while in motion;
● high-visibility vest or reflective elements on clothing — mandatory during hours of darkness and in conditions of poor visibility;
● a ban on driving while under the influence of alcohol or medications that impair attention and reaction time;
● a ban on driving on the roadway for individuals under the age of 16;
● a ban on carrying passengers—only one person is permitted to ride on small electric vehicles.
A separate requirement applies to rental companies: rental services are required to install software or mechanical speed limiters on their vehicles.
Fines for violations: from 1,700 to 17,000 hryvnias
Bill No. 15283 amends the Code of Ukraine on Administrative Offenses with a new Article 126-1, “Violation of Requirements for the Use of Small Electric Vehicles.” A progressive scale of penalties is provided:
● first violation — a fine of 1,700 UAH;
● second violation — a fine of 3,400 UAH with confiscation of the vehicle;
● third and each subsequent violation — a fine of 17,000 UAH, one month of community service, and confiscation of the vehicle.
Fines will also increase for pedestrians and cyclists
The bill also proposes a significant revision of fine amounts for other road users.
● For pedestrians—for disobeying traffic signals, crossing in unauthorized places or in front of approaching vehicles, and other traffic violations — the fine will increase from 51 to 340 hryvnias.
● For cyclists, drivers of horse-drawn vehicles, and animal herders — the fine for traffic violations will increase from 85 to 510 hryvnias.
● For the same violations committed while intoxicated — the fine will increase from 136 to 255 hryvnias.
