Ukrainian border officers accept electronic insurance policies displayed on smartphones at all entry checkpoints. You do not need to print your Ukraine insurance policy; the digital PDF sent to your email has the same legal force as a paper copy.

Why Insurance Is Legally Required for Foreigners

Ukrainian insurance law mandates that all foreign nationals carry valid health insurance for their entire stay. Under Article 7 of the Law of Ukraine on Insurance, war risk coverage is additionally mandatory for journalists, reporters, and media representatives operating in the country.

Border officers actively request proof of insurance upon arrival. Without a valid policy, entry can be denied. The 2026 Ukraine entry rules require presenting a valid health insurance policy alongside your passport and visa documents at the border.

What Insurance Covers—and What It Doesn't

Included in Standard Coverage

A standard insurance for foreigners policy covers emergency room visits and hospitalization, outpatient consultations and specialist referrals, doctor-prescribed medications, ambulance and emergency medical transport, medical evacuation to the nearest appropriate facility, and repatriation of remains in case of death.

Not Covered: Exclusions

Standard policies typically exclude pre-existing chronic conditions, elective or cosmetic procedures, injuries directly caused by military action (covered only under war risk policies), and treatment sought without contacting the insurer's 24/7 assistance line first.

War risk insurance specifically does not cover injuries to military personnel, insured events occurring in territories of direct combat clashes, or intentional self-harm and illegal actions. The policy is valid throughout Ukraine except for temporarily occupied territories of Luhansk, Donetsk, Kherson and Zaporizhzhia regions and the Autonomous Republic of Crimea, plus territories of direct combat operations.

Real Costs Without Insurance

Medical care in Ukraine is significantly cheaper than in Western countries, but costs add up fast without insurance. Approximate out-of-pocket costs in USD:

  • Doctor consultation (private clinic): $40–100

  • Hospitalization: $100–300 per day

  • Ambulance service: $30–150

  • Medical evacuation without insurance: $20,000–100,000+

In most cases, US health insurance plans do not cover medical expenses in Ukraine—a separate policy is required. The same applies to most European national health schemes.
