Social Scholarship for Internally Displaced Students in 2026: Payment Amounts, Eligibility Requirements, and Required Documents

Students with internally displaced person status who are enrolled in state-funded programs are eligible for a social scholarship. Find out how much will be paid in 2026, who is eligible, and what documents are required to apply

Students who are internally displaced persons and are studying under a state-funded program are eligible to receive a monthly social scholarship. This was announced by People’s Deputy Pavlo Frolov.


In 2026, the payment amounts will be:

● 1,180 UAH per month — for students at institutions of higher education (universities, academies, institutes);

● 890 UAH per month — for students at institutions of vocational pre-higher education (colleges).


Payments are made until the completion of studies, but no longer than until the student reaches the age of 23.

Who is eligible for a social scholarship as an IDP?


Students who meet one of the following conditions are eligible for the payment:

● have IDP status and have moved from territories where hostilities are taking place or which are under temporary occupation;

● are individuals whose housing was destroyed or damaged as a result of the war to a state unfit for habitation.


Important note: Students who are eligible for both a social and an academic scholarship may receive only one of them, at their discretion. An exception to this rule applies to orphans and children deprived of parental care: they may receive both scholarships simultaneously.

Academic requirements for receiving a scholarship


In addition to IDP status, a student must meet a number of academic requirements:

● be enrolled under a state-funded program;

● have no academic debt or failing grades;

● be included in the academic performance ranking;

● not be on academic leave;

● for university students — be enrolled in full-time study;

● for college students — be enrolled in full-time or dual-track study.


A separate procedure applies to first-year students: they are automatically awarded the social scholarship until the end of the first semester — without the need to confirm academic performance.


What documents are required for application?


To receive the payment, the student submits a written or electronic application to their educational institution. The following must be attached:

● a copy of the passport;

● a copy of the taxpayer identification number (TIN);

● a document confirming eligibility for the benefit (IDP certificate or other relevant document).

Can an IDP student receive a social scholarship if they are enrolled under a contract?
No. The social scholarship for IDPs is awarded only to students enrolled under a state-funded program (state-funded enrollment). Contract students are not eligible for this benefit.
