Ukrainians living abroad who plan to exchange their Ukrainian driver’s license for a local license can obtain official confirmation from the Ministry of Internal Affairs’ service centers without having to visit an office in person. This was announced by the Ministry of Internal Affairs’ Main Service Center.

How to verify a Ukrainian driver’s license online?


The Ministry of Internal Affairs recommends starting by verifying your driver’s license through the online document verification service on the website of the Ministry of Internal Affairs’ Main Service Center. If the document appears in the electronic database, no additional confirmation may be required.


However, licenses issued before 2014 are not always included in the current electronic registries. In such cases, you must contact the Main or Regional Service Center of the Ministry of Internal Affairs with a request to confirm that the document was issued.

How do I submit an online request to the Ministry of Internal Affairs Service Center?


You can submit a request remotely via the official website of the Ministry of Internal Affairs’ Main Service Center. To do this, you need to:

● go to the website of the Ministry of Internal Affairs’ Main Service Center;

● open the “Public Information” section;

● select “Online Citizen Requests”;

● enter your last name, first name, and patronymic;

● specify your place of residence;

● describe the nature of your request;

● provide your contact information to receive a response.


The request must be signed using one of the available methods: a scanned signature, a photograph of your signature, or a Diya.Signature.


What document does the Ministry of Internal Affairs provide for foreign authorities?


After the request is processed, the applicant receives an official document on the letterhead of the Ministry of Internal Affairs Service Center. The certificate confirms the issuance of a Ukrainian driver’s license. This document can be submitted to the competent authorities of a foreign country during the procedure for exchanging a driver’s license or confirming the right to operate vehicles.


Having such confirmation helps avoid additional checks and speeds up the processing of documents abroad.


Apostille or Legalization: What You Need to Know


The Ministry of Internal Affairs also reminded applicants of the need to clarify the host country’s requirements regarding the use of Ukrainian documents. If a country is a party to the 1961 Hague Convention, an apostille is usually sufficient for the document to be used. The authorized body for this procedure is the Department of Informatization of the Ministry of Internal Affairs of Ukraine. If a country is not a party to the Convention, the document may require consular legalization.


Ukrainians planning to drive abroad should also verify that they have all the required documents for the trip. In particular, the “Green Card” international insurance certificate is mandatory for entering most European countries by car, and it can be obtained online via Visit Ukraine in just a few minutes.
