Ukraine is moving toward the introduction of road tolls—this is part of the country’s European integration strategy. During a panel discussion at the “Electrospektiva” exhibition, Serhiy Derkach, Deputy Minister of Community and Territorial Development, explained what the payment model might look like, who it would primarily apply to, and why electric vehicles should not have to pay more. What is tolling and why is Ukraine implementing it?

Tolling is a system of payment based on actual use of road infrastructure. According to Serhiy Derkach, the introduction of such a system is part of Ukraine’s obligations within the framework of European integration. Currently, there is no separate law in the country regulating tolling, but the deputy minister called the implementation of this mechanism inevitable in the context of adapting to European rules.

Importantly, this does not mean installing toll gates on every highway. A comprehensive approach is being considered that will take into account the type of vehicle, its weight, and the actual load on the roads.

What payment models is the Ministry of Development considering?

Serhiy Derkach outlined several possible payment system options:

• Vignettes — a single payment for all drivers for the right to use roads;
• Separate fee for commercial transport — contributions for freight and passenger carriers;
• Differentiated system — the payment amount will depend on the vehicle category and the intensity of road use.

Similar models are already in place in various European countries: in some places, all drivers pay, while in others, the main financial burden is borne by commercial freight and passenger transport.

Why should commercial transport pay first?

Derkach noted that the main problem with Ukrainian roads is overloading, which significantly accelerates the deterioration of the road surface. It is commercial transport that places the greatest strain on the infrastructure, so it may become the first category for which a separate payment system will be implemented.

Will electric vehicle owners pay more?

The Deputy Minister specifically emphasized: electric vehicles should not be placed in a higher-rate category solely because of their engine type. At the same time, completely excluding any vehicles from the road infrastructure financing system is also illogical. In other words, electric cars will likely also participate in the payment system, but on equal terms with other modes of transport.

The state of Ukrainian roads today

On April 5, Prime Minister Yulia Svyrydenko reported that approximately 50% of routine repairs have already been completed on Ukrainian highways of international importance. This indicates that the government is working to improve road infrastructure, and the introduction of tolling could serve as an additional source of funding for this process.
