Ukraine’s pension legislation provides for a gradual increase in the requirements for the insurance record needed to qualify for retirement. For many citizens, this means they must find ways to make up for missing years. One such method is voluntary insurance, which allows individuals to purchase additional insurance record for an amount set by law. As reported by UNIAN, the Pension Fund of Ukraine has announced the current cost and procedure for making voluntary contributions.

How many years of insurance coverage are required to retire in 2027?
In 2027, to retire at age 60, you must have at least 34 years of insurance coverage. If you do not have this length of service, the law provides for the option to receive a pension at an older age with reduced requirements:
- at age 63—the minimum requirement is 24 years of service;
- at age 65—the minimum requirement is 15 years of service, regardless of the year in which you reach that age.
This was reported by Tetyana Korol, Deputy Chair of the Board of the Pension Fund of Ukraine.

How much will one month of voluntary service cost in 2026?
An alternative to waiting until the standard retirement age is voluntary insurance—a mechanism that allows you to independently purchase the missing months or years of service.
In 2026, the minimum voluntary contribution for one month of service in the current period is 1,902.34 UAH. This amount is calculated as 22% of the minimum wage.
The cost of one month of service for past years is higher, at 3,804.68 UAH.

Where to Enroll in Voluntary Pension Insurance: Two Methods
There are two mechanisms for voluntary insurance in Ukraine.
The first is a simplified procedure through the Pension Fund of Ukraine (PFU). The contract is concluded online via your personal account on the PFU portal. This method allows you to accumulate service time exclusively for the current period.
The second is through the State Tax Service. The contract is concluded directly with the State Tax Service, and this option allows you to purchase pensionable service not only for the current period but also for past years.

Does work abroad count toward pensionable service in Ukraine?
Work abroad can be counted toward pensionable service in Ukraine under certain conditions. Whether it is counted depends on the international agreement Ukraine has signed with the specific country of employment. Two approaches are used in this regard: the proportional and the territorial approaches.
Could the retirement age in Ukraine increase?
Due to new requirements for insurance coverage, a shortage of funds in the Pension Fund, and an aging population, retirement is gradually being postponed for many Ukrainians. Experts cite raising the retirement age to 67 as one of the most realistic scenarios.
