The Ukrainian secondary education system is on the verge of sweeping transformations that will fundamentally change the approach to teaching high school students. Very soon, teenagers will have the opportunity to independently plan their career paths, starting in 10th grade. This was announced by the Ministry of Education and Science of Ukraine.


Starting September 1, 2027, students in Ukraine entering 10th grade will be able to choose between two fundamental tracks: vocational education and an academic track. This reform is designed to bridge the gap between school theory and real life and help teenagers make an informed choice about their future profession.

Vocational or Academic: The Essence of the New Concept from the Ministry of Education and Science


The main goal of the innovation is to provide high school students with more tools to adapt to today’s dynamic labor market. Vocational education will allow students to harmoniously combine the completion of a comprehensive general secondary education with the active acquisition of practical skills. Unlike the old Soviet system, where everyone studied subjects to the same extent, the new program focuses on each child’s individual aptitudes.


As Deputy Minister of Education and Science Dmytro Zavgorodniy noted, the new program gives high school students more opportunities to make an informed choice about their future. Students will not only be able to complete their secondary education but also gain firsthand exposure to various professions, acquire real-world practical experience, and develop a much better understanding of the career path they wish to pursue as adults. This is an important and decisive step in secondary education reform, where learning is finally becoming closely aligned with real-world career needs.


10 Specialization Tracks: What Fields Will Be Available to Students?


In total, students will be offered 10 diverse specialization tracks covering key sectors of the modern economy. Among the available fields will be:

● IT and digital technologies;

● Medicine and healthcare;

● Engineering and high-tech manufacturing;

● Construction and architecture;

● Agriculture and modern agribusiness;

● Logistics and supply chain management;

● Business and administration;

● Education, pedagogy, and mentoring;

● The beauty industry and aesthetic medicine;

● Other promising industry fields.


A distinctive feature of the program is that even traditional general education subjects will now be studied through the lens of a practical professional context. For example, in the transportation and logistics track, certain key topics in biology will be explored within the context of driver health and occupational safety. In the “Business and Administration” track, foreign language classes will be entirely focused on professional communication, business correspondence, and negotiations. Accordingly, in the medical track, the emphasis will shift to an in-depth study of biology and chemistry, while in the IT track, mathematics will be linked to algorithms, mathematical modeling, and programming.

Credit System and Structure of the Three-Year Program


The new three-year upper secondary school will operate according to standards similar to those of higher education. The program will last three years and total 180 ECTS (European Credit Transfer and Accumulation System) credits, which will include both classroom instruction and independent student work.


The structure of the educational process is divided into clear, logical stages:

1. First year (10th grade): Specialization and adaptation stage. Students become familiar with their chosen field, adapt to new subjects, and assess whether they have made the right choice.

2. Second and third years (11th–12th grades): In-depth stage. Each year, the proportion of specialized instruction will increase significantly, allowing students to gradually and thoroughly immerse themselves in the intricacies of their future profession.


Overall, more than one-third of the entire curriculum will be clearly focused on specialized educational components directly related to the field of study chosen by the student. Elective courses will account for another 11% of total class time. Students will be able to choose these courses independently, based on their own interests and current labor market trends. The ratio of instructional time allocated to different educational components will vary significantly depending on the chosen specialization.


European Experience and Diplomas: What Awaits Graduates?


This revolutionary approach for Ukraine is fully in line with the long-standing, proven practices of many European countries. In particular, in successful EU countries such as Finland, Austria, and Germany, vocational education is a fully-fledged, prestigious, and respected component of high school. Statistics show that in these countries, nearly one in two high school students deliberately enrolls in vocational education programs to achieve financial independence and gain practical expertise as early as possible.


Upon successfully completing the three-year program, Ukrainian graduates will receive not only a standard certificate of complete general secondary education but also a unique opportunity to officially validate their professional qualifications through specialized certification centers.


After high school, young people will be able to independently choose their future path:

● enroll in a vocational education institution;

● continue their studies at a pre-higher vocational institution;

● enroll in a university;

● begin a professional career in their chosen field.


The Ministry of Education and Science is convinced that this model will help make education more practical, modern, and aligned with the real needs of the economy, while also enabling young people to find their place in the labor market more quickly.
