Cash at the EU Border: How Much Money Can You Bring Without Declaring It, and What Happens If You Don’t Declare It?

All travelers who bring cash totaling 10,000 euros or more (or the equivalent in other currencies) into or out of the European Union are required to file a cash declaration at the border. This applies to both entry into and exit from the EU. This is reported by sud.ua, citing an EU clarification.


These measures are part of the EU-wide fight against money laundering and terrorist financing.

What Counts as Cash Under EU Rules: A Complete List


An important detail: the concept of “cash” in the context of EU customs control is much broader than just banknotes and coins. The following items are also subject to declaration:

● traveler’s checks;

● promissory notes;

● money orders;

● gold coins with a gold content of at least 90%;

● gold bars or nuggets with a gold content of at least 99.5%.


In other words, if you’re carrying traveler’s checks or gold worth 10,000 euros or more, you must also declare them.

What do customs officials check, and when can they detain cash?


Customs authorities in EU member states have the authority to inspect travelers, their luggage, and their vehicles. Cash may be detained in two cases:

● if an amount of 10,000 euros or more has not been declared;

● if there is suspicion that the funds are linked to criminal activity — even if the amount is below the established threshold.


In other words, the rule that “amounts under 10,000 can be carried freely” is not absolute: customs officials retain the right to intervene even for smaller amounts if they deem the situation suspicious.


The EU warns: individual member states may establish additional national rules regarding the movement of cash — both between EU countries and within a country. Therefore, before traveling, it is recommended that you check the specific requirements of the country you plan to visit or pass through.

Unaccompanied cash: a separate rule for parcels and cargo


Separate rules apply to so-called unaccompanied cash — funds transported by mail, courier services, or in cargo without the owner’s physical presence. In such cases, customs authorities may require you to submit a disclosure declaration. If you fail to do so, the funds may be detained even if the owner does not personally cross the border.


How to fill out a cash declaration at the EU border?


A single cash declaration form is used for declarations in all EU countries. It must be filled out in the language of the country through whose border you are entering or exiting.

The declaration must include:

● detailed information about the economic origin of the funds;

● the purpose and intended use of the money;

● if the cash is being transported on behalf of a company — the name of the legal entity.


For groups of travelers, the €10,000 limit applies separately to each passenger—that is, if two people are carrying a total of €15,000 and each is carrying less than €10,000, a declaration is not formally required. However, if there is suspicion that the funds have been artificially divided, customs officials may take action.


The declaration requirement also applies to minors — through their parents or legal guardians — as well as to persons under guardianship.


What penalties apply for failing to declare cash in the EU?


Violations of the rules are subject not only to the seizure of funds but also to administrative penalties. Each EU country independently determines the type and severity of the penalty, but it must meet three criteria: it must be effective, proportionate, and dissuasive.


In addition, it is important to know that information from declarations is retained for five years and may be shared with:

● national financial intelligence units;

● the European Public Prosecutor’s Office;

● Europol and other authorized EU bodies.
