In 2026, millions of patients across Ukraine will continue to receive free medical care under the state Medical Guarantees Program. Among all available services, inpatient care for adults and children without surgical operations remains important - these are special cases when a person needs hospitalization, round-the-clock medical supervision, examination and treatment, but without surgical intervention.


According to the National Health Service of Ukraine, since the beginning of 2026, more than 1.48 million patients have already received medical care under this package, and the state has allocated more than 12.8 billion hryvnias to this area.


Inpatient treatment remains one of the key elements of state medical support for the population, but not everyone knows what services are available under this package. Read more about the services that Ukrainians can receive free of charge in a hospital in 2026.


Free inpatient treatment for Ukrainians: who can get it?


All Ukrainians, both adults and children, have the right to free inpatient treatment, but on the condition that their condition requires hospitalization and constant medical supervision. There are several ways to get to a hospital for treatment:


1. Receive a referral from a family doctor, therapist or pediatrician.

2. By referral from a treating doctor of a specialized specialization, for example, a gastroenterologist, neurologist, gynecologist, etc.

3. After being delivered to the hospital by an emergency medical team.

4. When transferred from another medical institution.

5. When self-referring in an emergency.


After hospitalization, the doctor conducts an initial examination of the patient, assesses the state of health, determines the treatment route and prescribes the necessary tests and examinations.

What help can you get in a hospital for free?


After the patient has been hospitalized, the doctor in the hospital conducts an initial examination and prescribes a number of additional tests and treatments. The good news is that the Inpatient Treatment Package includes a wide range of free tests.


Free tests in the hospital in 2026


Within the NHSU package, the patient is entitled to a full list of free laboratory tests necessary for diagnosis and treatment control:


- complete blood count;

- determination of blood group and Rh factor;

- biochemical blood test;

- glucose level test;

- glycated hemoglobin test;

- lipid profile;

- blood coagulation test;

- general urine test;

- cerebrospinal fluid test;

- HIV, hepatitis, syphilis testing;

- influenza and COVID-19 tests;

- bacteriological tests.


Also, the list of tests may be expanded depending on the patient's condition and clinical indications.

Free examinations in hospitals in Ukraine


In addition to laboratory diagnostics, patients have access to a wide range of examinations that can also be obtained without additional payment:


- electrocardiography (ECG);

- ultrasound examinations;

- dopplerography;

- endoscopic examinations;

- X-ray;

- computed tomography (CT);

- magnetic resonance imaging (MRI).


Important! All these examinations are prescribed exclusively for medical indications.


Additional services in hospitals in Ukraine


It is important to understand that in addition to tests or diagnostics, a patient in a hospital has the right to a full range of medical care:


- consultations of doctors of various specialties;

- round-the-clock supervision of medical personnel;

- drug treatment;

- anesthesia at all stages of treatment;

- oxygen support;

- intensive care in critical conditions;

- rehabilitation care;

- medical products and consumables;

- meals during a hospital stay.


Is it possible to get free medicines in a hospital?


Patients can also get medicines from the National List of Essential Medicines and drugs purchased centrally through state programs for free in a hospital.


How many hospitals provide free inpatient care in Ukraine?


As of 2026, 804 medical institutions throughout Ukraine provide inpatient care under the National Health Insurance Package.


You can find a hospital that operates under the Medical Guarantees Program through the National Health Insurance Electronic Card. To do this, you need to select package No. 4 - “Inpatient care for adults and children without surgical operations”.


What to do if the hospital demands money?


Despite the clear rules of the Medical Guarantees Program, patients still sometimes face demands to pay for tests, medicines or examinations that should be free of charge. In such a situation, you should:


1. Check whether the service is included in the National Health Insurance Package;

2. Ask for an official explanation from the medical institution;

3. Contact the National Health Insurance Contact Center at 16-77;

4. File a complaint through the official website of the National Health Insurance.


If the service is included in the Medical Guarantees Program, the medical institution has no right to demand payment for it.


Is it necessary to have additional medical insurance in Ukraine?


Despite extensive state support, the Medical Guarantees Program does not cover absolutely all costs for treatment. In particular, some services, medicines or treatment in private clinics may require additional costs. It is in such cases that voluntary medical insurance becomes reliable financial protection.
