Motor third-party liability insurance in Ukraine has long ceased to be a formality. In 2026, it is a full-fledged financial tool for protecting the driver, which can save from serious expenses after an accident. Despite this, many drivers still underestimate the risks of not having a policy.

What is a motor third-party liability insurance and how does it work?
A motor third-party liability insurance policy (compulsory civil liability insurance) is insurance that covers losses to third parties in the event of an accident.
In simple words: if you are at fault in an accident, the insurance company pays, but if you do not have a policy, you pay. This is compensation for the repair of someone else's car and damage to the health or life of the victims.
Important point! Motor third-party liability insurance does not cover the repair of your own car. There is a Kasko or mini-Kasko for this.

Can you drive without a motor vehicle insurance policy?
No. Operating a vehicle without a valid policy is prohibited in Ukraine.
Control over compliance with this rule has been tightened: the check is carried out through electronic databases, and the absence of a policy is detected instantly.
What is the fine for the absence of a motor vehicle insurance policy in 2026?
Formally, administrative liability applies in Ukraine:
- 425 UAH - for the absence of a policy
- 850 UAH - in case of non-payment within 15 days
However, the main problem is not the fine, but the risks that await you in the absence of a policy.
Why is driving without insurance a risk?
In the event of an accident, a driver without a policy independently compensates for the losses and bears full financial responsibility.
And this can be tens of thousands of hryvnias or much larger amounts if there are victims.
That is why the motor insurance policy in 2026 is not about “avoiding a fine”, but about protecting yourself from large expenses.
What has changed in the motor insurance policy in 2025–2026?
The latest changes have actually restarted the insurance system in Ukraine. The new rules have made it more transparent, modern and profitable for drivers.

Since 2026, all policies have been issued electronically through a single MTIBU database.
This means that paper documents are no longer needed, the policy is stored in a smartphone, and the check takes a few seconds.

Strengthening the role of MTIBU
The system has become more stable - control over insurance companies has been increased, and payments are also guaranteed even in difficult situations. For the driver, this means more confidence in the result.
Payment limits in 2026
After updating the legislation, the amounts of compensation have increased significantly.
The policy covers approximately:
- Property: up to UAH 250,000 per victim and up to UAH 1.25 million per event.
- Life and health: up to UAH 500,000 per person and up to UAH 5 million per insured event.
This is significantly more than in previous years, when coverage was several times lower. However, if the damages exceed these amounts, the perpetrator pays the difference.
How to apply for a car insurance policy in 2026?
To buy a car insurance policy online, you will need a minimum set of documents and a few minutes of your time:
1. Click the “Order a policy” button.
2. Enter the vehicle registration number and check the box if you have benefits for applying for an insurance policy - the system will automatically find your car by registration number. If the system does not find your car - you can fill in the information manually. To do this, specify the type of vehicle, engine capacity and place of registration (registration) of the owner.
3. Specify the start date of the policy and choose an offer from the insurance company that meets your needs.
4. Fill out the form with information about the insured and the car.
5. Confirm the data and agree to the terms of the contract.
6. Pay for the policy in a way convenient for you and receive electronic insurance by email.
