How to get an ID card in Ukraine?


Today, a passport of a citizen of Ukraine is issued in a modern format - in the form of an ID card with a contactless electronic carrier. This is not just a document, but actually a digital key to public services. Every citizen is obliged to receive it after reaching the age of 14.


How long is an ID card valid?


- Up to 18 years, the document is issued for 4 years;

- After 18 - for 10 years.


Where to get an ID card?


You can submit documents for an ID card in the following institutions:

- Administrative service centers;

- Departments of the State Migration Service;

- Service centers “Passport Service” of the State Enterprise “Dokument”.


What is the deadline for producing an ID card?


Standard conditions are as follows:

- Regular processing – up to 20 working days;

- Urgent – ​​up to 7 working days.


Cost of processing an ID card


- Standard – 618 UAH;

- Urgent – ​​988 UAH.


Important! For those who apply for their first passport at the age of 14, the service is free of charge (except for the service centers of the State Enterprise “Dokument”).


When do you need to apply for or change an ID card?


Application is necessary not only for the first time, there is a whole list of situations:


- Reaching the age of 14;

- Replacing an old passport-booklet;

- Changing personal data (surname, first name, etc.);

- Expiration of the document;

- Data errors;

- Loss or theft.


What is needed to apply for your first passport at 14 years old?


Usually, you need to apply for your first passport within a month of your birth. Living without a passport entails a warning or a fine of one to three tax-free minimum incomes. Basic documents:


- Birth certificate;

- Certificate of residence;

- Parents' passports (to confirm citizenship);

- RNOKPP (if available or issued simultaneously).


Card production time is no more than 20 working days. Cost is free.


ID card exchange or replacement of an old passport


If you are changing a document, you will need:


- Old passport;

- Documents confirming the reason for the replacement (marriage certificate / divorce certificate / name change / court decision on divorce);

- Tax number;

- Certificate of residence;

- For homeless persons - a certificate of registration of homeless persons;

- For internally displaced persons - a certificate of registration of an internally displaced person.


Important! If a person received a passport of a citizen of Ukraine of the 1994 model in the territory that is currently not under the control of Ukraine (some areas of Donetsk, Luhansk regions and the Autonomous Republic of Crimea), then he must additionally submit all available documents, including documents containing a photograph of the person, which will allow identifying the person.


Loss or theft of a passport


In such a situation, the procedure is somewhat more complicated, you need:


- Statement of loss;

- Extract from the register of pre-trial investigations (if the document was stolen);

- Documents for data recovery: about the place of residence - a certificate from the registration authority of the established sample, about the birth of children - birth certificates of children, about marriage or divorce - a marriage certificate, a divorce certificate, etc., a certificate of assignment of the registration number of the taxpayer's registration card from the State Register of Individuals, a certificate of registration of an internally displaced person, etc.


You will also have to pay an administrative fee and a state duty.


Important! The registration and receipt of an ID card is carried out only in person. If the applicant for a passport does not receive it at the territorial unit of the State Migration Service within two years from the date of registration, the document will be destroyed.

What is the validity period of a passport?


The document is issued to children from birth.


- For citizens under 16 years of age - for 4 years;

- For citizens over 16 years of age - for 10 years.


What documents are needed to apply for a passport?


- Identity document: for adult applicants - ID card or other internal passport; for children under 14 years of age - birth certificate.

- Registration number of the taxpayer's registration card (RNOKPP).

- Application form - is formed directly when submitting documents to the relevant authority.

- Previously issued passports or travel documents of the child (if any) - both valid and invalid, even if they were issued under a different surname.

- Application for loss of passport (if necessary) - a written explanation in any form.

- Extract from the Unified Register of Pre-Trial Investigations (in case of passport theft) - is issued after contacting the police, is attached together with the statement about the loss of the document.


Features for children


Persons from 16 years of age can independently submit documents and fill out the application. For younger children, this is done by parents or official guardians.


At the same time, adolescents from 12 years of age must be present in person during the application - to take biometric data, including fingerprints. Children under 12 years of age may not come, but in this case it is necessary to provide their photo of the established format 10x15 cm.


Are current military registration documents required to apply for a foreign passport?


Since 2025, the Cabinet of Ministers of Ukraine has made changes to the procedure for automatic verification of data on conscripts, military conscripts and reservists. Now, when issuing a passport, employees of the units check information about military registration through state registers.


You do not need to physically present a military registration document. The check is carried out automatically.


If the data is not in the register, it is entered into the system, and the citizen is put on military registration with the formation of a military registration document in electronic form.
