The Verkhovna Rada of Ukraine has adopted in the first reading draft law No. 12093, which provides for a 50% discount on fines for late updating of military registration data. This was announced by MP Yaroslav Zheleznyak.


What does the draft law provide for?


The main objective of the draft law is to encourage citizens liable for military service to update their data at territorial recruitment centres (TRCs), administrative service centres or through electronic services.


The document proposes:


• Allowing a person being held administratively liable to submit an application to the TCC, voluntarily reporting the violation and agreeing to the hearing in his or her absence.


• Providing a 50% discount on the fine in case of its voluntary payment within 10 calendar days from the date of entry into force of the resolution.


The draft law also provides for improvements to the procedure for reviewing administrative offences during a special period, namely Articles 210 and 210¹ of the Code of Ukraine on Administrative Offences (CUAO).

Amount of fines


Currently, fines ranging from UAH 17,000 to UAH 25,500 are imposed for late updating of data without valid reasons. The draft law will significantly reduce the costs of citizens who voluntarily decide to eliminate violations.


According to the data, in 2024, more than 6 million citizens liable for military service did not update their personal data within 60 days after the Presidential Decree on mobilisation came into force. This poses a problem for operational registration and mobilisation readiness.


The adoption of the draft law will allow:


- Encourage persons liable for military service to update their data. The possibility of paying a fine with a 50% discount will make the procedure more attractive to citizens.

- Ensure budget revenues. The payment of fines, even with a discount, will ensure revenues to the state budget.

- Improve data recording. The draft law helps to fill the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists with up-to-date information.


How to pay the fine?


The draft law provides for the possibility of paying 50% of the fine independently through the personal account of a conscript, reservist or person liable for military service in an electronic format. This simplifies the process and facilitates the prompt settlement of violations.
