Deferrals are now only issued through the Administrative Services Centre: who is affected by the new rule?
Personal appeals are once again mandatory for some conscripts. Ukraine has changed the procedure for applying for deferrals from mobilisation, and for some categories, applications can only be submitted through the Administrative Services Centre (ASC) — without online alternatives or representatives. Ukraine has changed its approach to applying for and extending deferrals from mobilisation. For some conscripts, applications can now only be submitted in person at the Administrative Services Centre, even if they previously used digital services or submitted documents online.
This applies to categories of citizens for whom automatic extension or remote submission is not yet provided for by law. In such cases, electronic tools do not replace the personal presence of the applicant, and the ASC becomes the key point of receipt of documents.
Who must apply to the ASC in person
The new rule applies, in particular, to the following categories:
▪️ parents or guardians raising a child with a disability under the age of 18;
▪️ adoptive parents and legal representatives of orphans and children deprived of parental care;
▪️ conscripts who have reached the age of 25 after completing basic military training;
▪️ other categories in cases directly specified by current legislation.
In all these situations, it is the ASC that accepts the documents, but it is not the ASC that makes the decision.
What is the role of the ASC and who makes the decision
As explained by the Ministry of Digital Transformation of Ukraine, the ASC performs an exclusively technical function. The centre administrator:
▪️ accepts the application and package of documents;
▪️ checks their availability and scans them;
▪️ transfers the data through state electronic systems, including those related to the ‘Dія’ portal, to the relevant territorial recruitment centre.
The final decision on granting or refusing a deferral is made by the TCC. The ASC has no authority to approve or reject an application — it only transmits the documents and informs the applicant of the result.
Why personal submission is important
The law requires the applicant to be present in person. Documents cannot be submitted through relatives, acquaintances or a lawyer. The person is personally responsible for the completeness and accuracy of the information provided.
If errors are found in the documents or at least one mandatory element is missing, the application may be rejected. In this case, the procedure will have to be repeated with a corrected set of documents.

What documents do you need to prepare
Before visiting the ASC, you should have the following with you:
▪️ Ukrainian passport;
▪️ RNOKPP (identification code);
▪️ documents confirming the grounds for deferral (certificates, court decisions, etc.);
▪️ your current email address — this is where notifications will be sent, including in the event of a refusal.
After registering the application, the system checks whether there is already another active application. If the person is not registered with the military, the consideration is suspended until they are registered with the relevant TCC.
What happens after consideration
If the decision is positive, the information about the deferral is reflected in the electronic military registration document. The ASC informs the applicant that the result is ready and, if necessary, issues an updated paper document.
In case of refusal, the person receives an electronic message explaining the reasons. Such a decision can be appealed in court.
Reminder! Ukraine has simplified the rules for extending deferrals from mobilisation, making the process as automated and transparent as possible. Most decisions are now made without personal appeals, document collection or repeat visits to the TCC.
