In 2025, the state program “eBook” demonstrated significant results in supporting youth reading and the book market in Ukraine. According to information from the press service of the Verkhovna Rada of Ukraine, in 2025, the state program “eBook” showed the following results: 18-year-old Ukrainians purchased 434,808 books. This is one of the first full-fledged results of the implementation of Law No. 3731-IX on state support for book publishing.
The key figures of the program, the distribution of funds among bookstores, statistics on publication formats, and examples of specific market participants who became leaders in terms of sales are presented below.
434,808 books in a year: how did the “eBook” program work in 2025?
During 2025, young Ukrainians used state aid to purchase 434,808 books. On average, this is about 1,200 copies per day. The total amount spent was UAH 139,838,763.99.
On average, each participant in the program purchased about three books. This indicator demonstrates the practical use of the funds provided and the sustained interest of young people in reading. The support was directed directly to the end consumer, which made it possible to quickly launch the circulation of funds in the book industry.
The Law of Ukraine “On State Support for Book Publishing in Ukraine” No. 3731-IX, adopted on May 22, 2024, defined a new mechanism for supporting the book sector. The e-Book program became one of the first tools for its implementation.
The document provides for stimulating demand for Ukrainian book products and supporting the distribution of publications. Statistics for 2025 confirm that legislative norms have been translated into concrete financial indicators and real sales.
Which bookstores became sales leaders within the e-Book program?
Three hundred brick-and-mortar bookstores and 35 online stores joined the program. Books were purchased from 370 publishers, and the list of available titles included 26,435 items.
Among book distributors, the highest sales volumes were recorded by Bookstore “Ye,” Yakaboo, KSD, Knigoland, and Ridit. These chains accounted for a significant portion of the program participants' purchases.
Online bookstores accounted for 58.71% of all spending, or UAH 82,097,775.86. Brick-and-mortar bookstores received 41.29% of the funds, or UAH 57,740,988.13. This distribution indicates the active use of the online format, while physical points of sale retain a significant market share.

Printed books remain the primary choice
98.64% of the publications purchased were printed books. The share of electronic and audiobooks was 1.36%. The preference for paper formats can be seen throughout the sales structure.
Demand for printed products supports the work of publishers, printing houses, and logistics companies. The availability of electronic and audio formats in the program expands the choice, but the bulk of funding is directed specifically at paper publications in Ukrainian.
The amount of state aid for books in 2026
From January 1, 2026, the amount of state support will be UAH 998.4. The funds will be provided to 18-year-old citizens of Ukraine and can be used within three months. Paper, electronic, and audiobooks in Ukrainian can be purchased at bookstores and publishing houses participating in the program.
This format allows us to support both young readers and the book market as a whole. The funding has a clear purpose and is aimed at developing national cultural products.
