Housing rental prices in 2025: where prices have risen the most and why supply is decreasing

In 2025, demand for rental housing in western Ukraine increased amid a decline in supply. Find out where the highest prices were recorded, in which regions the number of apartments decreased the most, and what risks are emerging in the market

Throughout 2025, the rental housing market in western Ukraine showed a clear trend: supply is decreasing, demand is growing, and average prices are rising. This was reported by Finance.ua.


Despite the general caution in the real estate market after 2022, it is the western regions that remain the most stable and active, both in the rental and purchase segments.


Where did demand for rental housing grow in 2025?


At the end of 2025, demand for rental housing in the western regions increased compared to December 2024. The exception was the Lviv region, where the indicator decreased by 2%.


Growth in demand was recorded in the following regions:

● Volyn region — +17%;

● Ternopil — +9%;

● Ivano-Frankivsk — +8%;

● Zakarpattia — +6%;

● Khmelnytskyi — +5%;

● Chernivtsi — +2%.


These figures indicate the stable attractiveness of the western region for internally displaced persons, relocated businesses, and tenants looking for safer locations.


Where the supply of rental housing has decreased


Parallel to the growth in demand, the market faced a reduction in supply. The largest decline in the number of available properties was recorded in:

● Ivano-Frankivsk region — −32%;

● Lviv region — −27%;

● Ternopil region — −18%;

● Zakarpattia region — −16%.


It should be noted that the largest decline in supply during the year was recorded in the Chernivtsi region.

Where rents are the most expensive


The reduction in the number of vacant properties amid growing demand naturally affects price levels. The highest average rents were recorded in Zakarpattia region — UAH 18,500 per month.


Next in the ranking:

● Lviv region — 14,400 UAH;

● Volyn region — 14,000 UAH.


Thus, it is the western regions that are setting a new price benchmark for the rental market in Ukraine.


Market risks: shortage in the middle segment


Despite the fact that the country's overall real estate market is still less active than it was before 2022, the western regions are relatively stable in terms of both prices and buyer activity.


This is due to several factors:

● relative physical security;

● concentration of IDPs who remain here for a longer period;

● integration of businesses into local labor markets;

● long-term investment expectations.


It is in these regions that prices for residential and commercial real estate continue to rise, while in the eastern and frontline regions they remain stable or are falling.


At the same time, growing demand against a backdrop of limited supply is creating new risks.


Key challenges include:

● a shortage of affordable mid-range apartments;

● a mismatch between price growth and the population's purchasing power;

● a potential “freeze” on some offers due to owners' inflated expectations.


Such processes can lead to market tension and a slowdown in some transactions.
