The cost of renting housing in Ukraine varies significantly depending on the region, from 3,200 hryvnia in Kherson to 13,700 in Zakarpattia. The security situation and income levels of the population create a significant price gap between western, central, and frontline regions. The rental market in Ukraine continues to change under the influence of the security situation. The location of a region relative to the front line remains one of the key factors determining the cost of renting an apartment. Recently, Slovo i Dilo prepared an infographic comparing the average cost of renting a one-room apartment and the average salary in different regions of the country.


According to the State Statistics Service, at the end of 2025, the average salary in Ukraine was 30,900 hryvnia, and the average rent for a one-room apartment was 9,000 hryvnia. However, these figures vary significantly depending on the region.

The most expensive housing rentals in Ukraine: Zakarpattia, Lviv, and Khmelnytskyi regions


The Zakarpattia region has been holding the lead in terms of rental costs for several years now. The average price of a one-room apartment here reaches 13,700 hryvnia per month. The region attracts tenants with its geographical location, namely its maximum distance from the combat zone. The average salary in Zakarpattia is 29,000 hryvnia, so rent takes up almost half of the monthly income.


Lviv region ranks second. Here, a one-room apartment costs an average of 12,000 hryvnia. The average salary in the region is 27,200 hryvnia. Next in the top three most expensive regions are Rivne and Khmelnytsky regions with prices of 10,400 and 10,300 hryvnia, respectively. The average salaries here are 28,000 and 25,800 hryvnia. It should be noted that the concept of a “safe region” is relative: during Russia's massive air strikes, the entire territory of Ukraine is under threat of missile and drone strikes.

How much does it cost to rent an apartment in Kyiv?


The capital ranks fifth in the rental cost rating: the average price of a one-room apartment here is 10,200 hryvnia.

At the same time, Kyiv is the absolute leader in terms of average salary in the country — 48,400 hryvnia. This means that for Kyiv residents, rent is much more affordable in relation to income than for residents of western regions.


In fact, residents of the capital spend about a fifth of their average salary on rent. For comparison: in Zakarpattia, this figure is close to 47%, and in Lviv, it is close to 44%. That is why Kyiv, despite the high nominal cost of rent, remains one of the most comfortable cities for tenants in terms of the balance of income and housing costs.

The cost of renting an apartment in the central and western regions


In a number of regions, rental prices also remain high after the increase that occurred in the first years of the full-scale invasion. In Chernivtsi region, the average cost of a one-room apartment is 9,600 hryvnia, with an average salary of 22,500 hryvnia. Volyn and Ivano-Frankivsk regions show almost identical rental prices — 9,400 and 9,300 hryvnia. The difference lies in salaries: in Volyn, the average income is 26,300 hryvnia, and in Ivano-Frankivsk — 23,300 hryvnia.


Cherkasy region remains at 8,900 hryvnia for a one-room apartment with an average salary of 25,000 hryvnia. In Vinnytsia region, rent costs 8,800 hryvnia, and the average income is 26,600. Zhytomyr and Ternopil regions have the same rent cost — 8,400 hryvnia, and salaries here are also similar: 24,800 and 23,300 hryvnia, respectively. Poltava region offers a slightly lower price — 7,700 hryvnia with an average salary of 25,900.

Renting housing in Dnipropetrovsk, Kirovohrad, and Kyiv regions


Three regions, namely Dnipropetrovsk, Kirovohrad, and Kyiv, show almost the same average rent: 6.7, 6.6, and 6.5 thousand hryvnias, respectively. However, this price parity is accompanied by a significant difference in the population's income. The highest average salary among these three regions is recorded in Kyiv Oblast — 31,200 hryvnia. In Dnipropetrovsk Oblast, this figure is 27,800, and in Kirovohrad Oblast — 22,100 hryvnia.


Thus, residents of the Kyiv region spend about 21% of their average income on rent, while for residents of the Kirovohrad region, this share rises to 30%. The Dnipropetrovsk region occupies an intermediate position — approximately 24% of the salary. These regions can be considered a zone of moderate prices, where rent remains more affordable compared to the western regions.


Renting an apartment in frontline regions: Chernihiv, Sumy, and Odesa


Frontline regions and regions close to the combat zone offer significantly lower rental prices. In Chernihiv, the average cost of a one-room apartment is 5,800 hryvnia with a salary of 22,800.

Sumy region has an even lower price — 5,500 hryvnia, and the average salary here is 26,600 hryvnia. In Odesa region, you can rent a one-room apartment for an average of 4,900 hryvnia with a similar salary level — 26,600.


These regions attract tenants with affordable prices, but security risks remain a significant factor. It is the balance between price and threat level that determines the decision of many Ukrainians when choosing a place to live in wartime.

Where are the cheapest apartments to rent in Ukraine: Mykolaiv, Kharkiv, Zaporizhzhia, and Kherson regions


The lowest rental prices are found in the regions that have suffered the most damage from Russian shelling. In Mykolaiv region, a one-room apartment costs an average of 4,100 hryvnia, with an average salary of 29,700. Kharkiv and Zaporizhzhia regions show almost identical rental costs — 3,900 and 3,800 hryvnia, respectively, with average salaries of 26,100 and 28,600 hryvnia.


The cheapest rent is in the Kherson region: only 3,200 hryvnia per month for a one-room apartment. The average salary in the region is quite high — 29,900 hryvnia. The low prices are explained by the proximity to the line of contact and constant shelling, which means that demand for housing here remains minimal.
