Now, every Ukrainian who has found themselves abroad due to the hostilities has the opportunity to officially record this damage: the Dія service has launched a function for submitting applications for international compensation for refugees. Ukrainians who left the country due to Russia's full-scale war against Ukraine now have the opportunity to apply for compensation through the Diya app and portal. A new category has appeared in the service – A1.2 ‘Forced displacement outside Ukraine’. This is stated on the Diya portal.


Who is eligible for compensation?


Compensation is available to people who left Ukraine after 24 February 2022 or who are still unable to return due to the consequences of Russian aggression. Applications can be submitted by adult citizens, as well as parents or official guardians on behalf of children.


❗️ The amount of future payments has not yet been determined. The amount of compensation will be set by the International Compensation Commission after the creation of a corresponding fund. According to preliminary expectations, the first payments may begin in late 2026 or early 2027.

How to apply


To use the new service, you must log in to the Diya portal, select the appropriate category and fill out the application form. Users must indicate the circumstances of their departure or the reasons for their inability to return to Ukraine, information about crossing the border, the country of residence and other relevant information.


If available, you can attach documents confirming the fact of forced displacement, obtaining temporary protection or acquiring another citizenship.


The application is signed using ‘Dія. Signatures’ or a qualified electronic signature.


The service notes that submitting an application under category A1.2 does not affect the possibility of receiving other compensation. In particular, Ukrainians who have previously submitted an application under category A1.1 for internal displacement may separately apply for compensation for forced departure abroad.


Remember! When traveling abroad, it is also important to consider medical and insurance aspects. Ukrainians planning a trip should take out medical insurance in advance, as it is mandatory for stays in most countries around the world, including the EU. On the Visit Ukraine platform, you can quickly take out an insurance policy online, taking into account the country of stay.
