The Czech Republic is preparing some of the toughest changes for Ukrainian refugees in recent years. The bill, registered by the Ministry of Internal Affairs in parliament this week, will affect almost every aspect of the lives of those who are in the country under temporary protection - from car registration rules to monthly social payments. The chances of the document being adopted are assessed as high: Prime Minister Andrej Babis openly supported the tightening of requirements during the election campaign.


If the law is passed, most of the new rules will come into effect from January 2027. We will tell you what exactly will change for Ukrainians in the Czech Republic very soon in this material.


New rules for registering cars with Ukrainian license plates in the Czech Republic


The loudest change concerns car owners. Everyone who is in the Czech Republic under temporary protection and has a car with Ukrainian registration will be required to register it in the Czech Republic - with a standard technical inspection (STK) and entry into the register of vehicles. This will need to be done by the end of 2026.


Starting in 2028, driving with Ukrainian license plates will become illegal: violation of the requirements will result in fines and confiscation of the car.

Travel outside the Schengen area - no more than a month


The Czech Government is also introducing strict travel restrictions. If the holder of temporary protection leaves the Schengen area for more than 30 days, his status will be canceled automatically - without any warning.


In addition, the temporary protection status will be canceled immediately, with subsequent deportation, in the event of committing a serious criminal offense or issuing a decision on administrative expulsion.


The Czech Republic provides Ukrainian refugees with the opportunity to settle in Europe and move from temporary protection to long-term status. Instructions on how Ukrainians can obtain a residence permit in the Czech Republic for 5 years are here.


Social assistance only for those looking for work


The conditions for receiving humanitarian benefits are becoming significantly more complicated. From now on, applicants for benefits will have to confirm two facts at once:


1. Physical presence in the Czech Republic for at least 16 days in the month for which assistance is requested;

2. Active job search - registration at the employment center and participation in interviews.


The so-called vulnerable categories are exempt from these requirements: children, students, pensioners and persons with confirmed disability.

What other changes are being prepared for Ukrainian refugees in the Czech Republic?


The draft law also contains a number of other important provisions:


- A special residence permit can be obtained only if there are no tax debts.


- Checks for threats to national security will be intensified.


- Ukrainians will no longer be issued Czech special international passports and passports of foreigners.


- Medical insurance due to disability will now be issued only after confirmation of incapacity for work of no lower than group II according to the results of a Czech medical examination.


- In parallel, the Czech authorities are seeking permission from the EU to completely stop providing temporary protection to Ukrainian men of draft age. Prague is currently negotiating, trying to enlist the support of other European countries.


- Instead, there will be positive news: the state fee for nostrification of Ukrainian diplomas will be returned.

Can a Ukrainian with temporary protection obtain permanent residence in the Czech Republic?
Temporary protection and a permanent residence permit are different legal statuses. Temporary protection is granted as a collective mechanism for the duration of a military conflict and does not automatically lead to permanent residency.
